Binh Duong Customs: Bringing the Customs - Business partnership into a reality

Side by side with businesses
On September 28, the business contact team of Song Than Customs Branch began to meet and work with 11 businesses engaging in import-export activities of wood, textiles, footwear, and electronics which have large revenue to exchange and capture the thoughts and aspirations of businesses in order to have timely and effective support plans.
To bring the Customs-Business partnership into reality, Manager of Song Than Customs Branch Huynh Kim Ngoc said that over the past time, the unit had regularly collected information, reviewed, evaluated, detected inadequacies in administrative procedures to remove obstacles, and simplify customs procedures; actively support businesses to access, grasp and learn about legal regulations, limit arising problems, and improve law enforcement capacity through forms such as direct instruction, information exchange through email.
At the same time, the branch actively invited businesses that are partners to participate in activities, such as: commenting on the development of legal policies, simplifying administrative procedures; consulting on solutions for current issues occurring in the management area; participating in the pilot of new management methods, new procedures. Furthermore, to contact new businesses to encourage them to carry out procedures to increase revenue, the unit has assigned customs officers to monitor and support businesses in each stage. As a result, the number of enterprises carrying out import and export procedures has increased, contributing to increased budget revenue.
As of September 22, the branch contacted and invited six businesses to carry out procedures with 587 import and export declarations. As a result, the tax collected is nearly VND41 billion. In 2022, Song Than Customs Branch will continue signing cooperation agreements with businesses to build regular partnerships. Up to now, the branch has 15 regular enterprises and core partners at the establishment in Customs-Business partnership activities.
In particular, to support businesses post Covid-19 pandemic, Song Than Customs Branch has taken measures to support affected businesses to carry out customs procedures 24/7; sent customs officers to grasp the situation of several enterprises suffering heavy damage and temporarily suspending operations; regularly communicate with affected businesses to grasp the situation and take appropriate action.
Businesses highly appreciate the support
Sharing with reporters, representatives of some businesses that have operated import and export activities in Binh Duong for many years and have many declarations have many positive comments about the facilitation of the Customs authority. For example, Mrs. Nguyen Truc Huong, Head of Import-Export Department of De Licacy Vietnam Industry Co., Ltd., said that as a 100% Taiwanese-invested enterprise specializing in yarn production, currently, about 300 import and export declarations of goods have been made per month on average.
"To smoothly implement this very large number of declarations, we always receive support and facilitate of Song Than Customs Branch in particular and Binh Duong Customs Department. Therefore, especially during the peak time of the pandemic, although traveling is limited, with the support of customs authority, the clearance of goods is still guaranteed," Mrs. Nguyen Truc Huong said.
Furthermore, regularly opening import-export declarations at Thu Dau Mot Customs Branch, Mr. Tran Van Uc, Head of Import-Export - Logistics Department, Panasonic Life Solutions Vietnam Co., Ltd., said that the production and export activities of the enterprise were stable after nearly a year affected by Covid-19 pandemic. On average, enterprises made about 150 import and export declarations per month. During the procedure, we received support from Customs to promptly remove arising problems. The reception of new documents, policies and regulations is swift; the interaction between Customs and enterprises is done regularly. Therefore, enterprises always timely grasp and comply with the law. Therefore, the Customs risk assessment system ranks the Company as low risk, so most of the declarations are classified in the green channel (accounting for 70%).
Assessing import-export activities of enterprises in the new context, Deputy Director of Binh Duong Customs Department Nguyen Thanh Binh said that since the beginning of the year, the import-export situation of enterprises in Binh Duong province has been relatively stable, but it is still facing many difficulties from the impact of the global Covid-19 pandemic, the Zero Covid policy in China, etc. These difficulties have had a direct impact, significantly affecting all fields. As a result, enterprises face many difficulties in production and import-export activities, as well as performing political tasks of Binh Duong Customs Department.
Faced with that situation, leaders of Binh Duong Customs Department directed the units to continue implementing and maintaining activities to support enterprises to recover and develop production and business; continue to promote the application of information technology in the professional and management stages; effectively maintain the implementation of public services on the website of the General Department of Vietnam Customs to help maintain the convenience of import and export activities, shorten the time for cargo clearance and reduce costs for businesses. Binh Duong Customs Department is preparing to put the third container scanning machine into operation at the centralized cargo inspection site at ICD TBS - Tan Van.
