Binh Duong Customs: revenue collection is prospering

VCN – With lots of synchronous solutions deployed for nourishing and increasing revenue sources, it has brought prosperous results in revenue collection for Binh Duong Customs Department since the early months of the year.

Facilitating enterprises, increasing revenue

According to Binh Duong Customs Department, as of 16/4/2019, the unit has collected 4,192 billion VND, achieved nearly 29% of the ordinance target (14,460 billion VND), reached over 27% of target (15,400 billion VND), increasing by 16% over the same period last year.

To achieve the above result, right at the beginning of the year, Binh Duong Customs Department has forecasted the import – export situation of local enterprises, quickly assigned and allocated target of revenue collection to Customs Branches. It has also proactively implementing effective collection solutions and launched emulation movements to strive to complete and exceed the assigned targets.

Thanks to the solutions of facilitation, the import and export activities in the province still maintain growth momentum, attracting a large number of enterprises to carry out customs procedures, thereby contributing to increasing revenues.

Specifically, in the first 3 months of the year, Binh Duong Customs Department carried out procedures for 4,341 enterprises, increasing by 7.72% compared to the same period last year. Total import and export turnover reached more than $US 8.840 billion, in that export turnover reached more than $US 5,168 billion, increasing 9.03%; import turnover reached nearly $US 3.671 billion, increasing by 2.29% over the same period last year. Key export and import goods include machinery and equipment; electronic components; garment accessories; chemistry; wooden products; iron and steel.

Additionally, according to the analysis of Binh Duong Customs Department, in the first months of 2019, one of the reason affecting the increase of revenue is that some enterprises expanding production which have high increase in the state revenue collection from imported goods, tax policies are mainly focused on increasing revenue collection via VAT.

The unit also continues to effectively implement the centralized goods inspection model equipped with container scanning machines to reduce the time of physical inspection for enterprises. At the end of November 2018, Binh Duong Customs also received another mobile container scanner and placed it at ICD Tan Cang - Song Than cargo inspection yard under the management of Song Than Customs Branch.

Manager of Song Than Customs Branch Huynh Van Ut said that from March 25, 2019, the unit has officially put the container scanner into operation, so far, it has screened 420 declarations belonging to 477 containers. Along with the container scanner being operated at the Customs Branch managing cargo outside industrial park from March 15, 2013, this new container scanner would come into operation, contributing to ensure 100% of export and import cargo containers that go through area of Binh Duong Customs are scanned, ensuring the efficiency of fast customs clearance, reducing time, cost and ensuring safety for enterprises' goods. The time of conducting physical inspections through scanning machine for goods with clear screening images and no suspicious signs is about 6 minutes on average per container. The application of cargo inspection through scanners has brought many practical benefits for import and export activities, especially for enterprises with large volume of import and export goods.

Improve the quality and efficiency of work

In parallel with the work of facilitating enterprises and nurturing revenue sources, the work of training, cultivating and development of human resources is one of the key tasks that are concerned by leaders of Binh Duong Customs Department. From the beginning of March 2019, the unit collaborated with the University of Finance and Marketing to open a training course on "Technology application in the 4th Industrial Revolution (IR 4.0) for customs officials". 100% of Binh Duong customs officials have participated in the class.

In the classroom, the trainees are conveyed the general content of IR 4.0; technology platform, application in IR 4.0; Finance and Customs sector implemented IR 4.0 application; some knowledge, skills and attitudes that customs officials need to acquire to meet the IR 4.0. Along with that, the trainees are also updated with information about Vietnam Customs in terms of opportunities and challenges in IR 4.0, the knowledge needs to be prepared in order to apply to professional activities that aims to adapt, improve themselves and work well in the context of the working environment in the IR 4.0 era.

On the other hand, Binh Duong is a province with a relatively large number of foreign-invested enterprises, thus the works of facilitating in the communication, dialogue and implementation of the customs law for the business community, especially foreign-invested enterprises are promoted. From 2018 until now, Binh Duong Customs Department has organized many English courses about the Customs field. Through the courses, customs officials are provided with specialized English terms in the dossier and in the fields of customs procedures, helping customs officials to understand the information of professional operation in English, understand English terms used in customs dossiers as well as procedures from which to organize and enforce customs laws effectively and more accurately. Currently, there are 226 officials and civil servants of the unit have been trained on foreign language skills.

In addition, Binh Duong Customs Department will continue to arrange customs officials who are capable, experienced, expertise in professional works and have good sense of morals to work in important operations stage in order to ensure good performance of the industry's guidelines on co-operation and sharing difficulties with enterprises through facilitating enterprises which have good level of law compliance, especially enterprises with large volume of import-export goods.
