Building a customs model under the digital government architecture

Building a customs model under the digital government architecture

On May 20, 2022, Deputy Prime Minister Le Minh Khai signed Decision 628/QD-TTg approving the Customs development strategy to 2030.

Building the smart customs model

Accordingly, the Customs Development Strategy to 2030 provides solutions on customs institutions, operations, organizational apparatus and human resources, as well as the application of information and digital technology and modernization of the facilities, cooperation, international integration and cooperation between Customs authorities and related parties.

Customs procedures, inspection and supervision will be applied with the chain management method. The integrated supply chain management model will be implemented in accordance with the guidance in the SAFE Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework) of the WCO. The value chain will be managed to meet the requirements of Customs management for the whole production and business process of enterprises.

The Customs will step-by-step implement customs clearance guarantee insurance for imported and exported goods; re-design the system of customs procedures, customs inspection and supervision as the basis for building a digital Customs model under the Digital Government architecture, Smart Customs as recommended by the WCO with high level of high degree of digitization and automation.

The smart customs border management model will be executed as recommended by WCO to ensure that Customs can monitor and control goods from the input of raw materials until they are put into production, processing, and transported from the exporting country to the importing country.

Launching Green customs

The implementation of Green Customs is also included in the Customs Development Strategy to 2030.

The strategy aims to encourage and promote trade activities towards sustainable development in the model of a circular economy through the effective implementation of international treaties on environmental and wildlife protection signed by Vietnam; provides solutions to encourage importers and exporters to operate under the circular economy model.

It also effectively monitors and controls the movement of goods across borders, promptly prevent violations that affect human health, environment, and wildlife protection ecosystems.

In addition, it effectively performs a scheme on reforming the model of quality inspection and food safety inspection for imported goods.

It develops and implements a centralized customs clearance model through the establishment of centralized checkpoints at regional Customs. It also executes the model of centralized physical inspection sites, applies advanced technology, machinery and equipment in customs inspection, supervision and control.

Building streamlined apparatus and reducing intermediaries,

Regarding organizational structure and human resources, the strategy aims to build a 3-level Customs apparatus organization (General Department level, Regional level and branch level) in the direction of streamlining, reducing intermediaries, ensuring effective and efficient operation to meet management requirements under the centralized and smart customs model.

The apparatus will be operated in the direction of the Regional Customs. The receipt and inspection of customs dossiers will be implemented electronically. The physical inspection and customs supervision for import and export will be performed by border gate customs branches or local customs branches.

The strategy researches to reform the organizational structure and operation of specialized units in analyzing and identifying risks, units classifying goods, units managing price and origin of goods, and units checking dossier.

It will improve customs inspection apparatus to implement the project on reforming the model of quality inspection and food safety inspection for imported goods.

It develops high quality and professional customs officers at all levels, with modern equipment meeting requirements of modern customs management model.

The officers at the strategy level must has the qualification and reputation to satisfy the task in the new situation. The strategy develops operational experts at both levels of General Department and Regional Customs.

The strategy sets out key targets that Customs will complete Digital Customs; 90% of dossiers at the General Department of Vietnam Customs are processed online (except for records that are classified as State secrets); 80% of customs inspection is carried out via the digital environment and information technology system of the General Department of Vietnam Customs by 2025.

The National Single Window portal meets the requirements of receiving and connecting of information, data, and e-documents for all parties involved in cross-border trade, supply chains, and logistics through the Centralized Data Processing.

100% of administrative procedures for licensing, specialized inspection for export, import and transit goods are carried out via the National Single Window.

100% of administrative procedures with high demand for use are provided online public services level 4 for people and businesses, are performed on many different devices, and are integrated into the National Public Service Portal.
