Building expert team in Customs valuation and goods classification

VCN – General Department of Vietnam Customs sent documents to the units to request them for selecting customs officials to join the expert team in Customs valuation and goods classification field.

The use of expert team in customs valuation and goods classification to meet the requirements of customs reform and modernization.

The main purpose is to build the expert team in these two areas in order to ensure the selection, training, retraining, management and use of expert team in customs valuation and goods classification so that it could meet the mission requirement of Customs reform and modernization.

At the same time, it would advise and propose professional policies on dutiable value of import and export goods and classification to General Department of Vietnam Customs. To provide professional knowledge and skills for Customs officials who have been recognized as experts in order to step by step meet the requirements of modern customs management.

The tasks of the expert are: To preside over the formulation, amendment and supplementation of legal documents, professional procedures, schemes, documents guiding and directing in the field of valuation/classification of export goods; Instruction, training, guiding and propagating the implementation of legal documents, professional procedures, guiding documents in the field of valuation/classification of import-export goods; Develop a set of capacity assessments in the valuation/classification of import and export goods.

Together with the following tasks: To settle complaints and problems in the course of implementation of legal documents, professional processes, guiding documents in the field of valuation/classification of export goods; to advise and suggest to help customs leaders at all levels in dealing with Customs professional issues in the field of valuation/classification of import and export goods.

Furthermore, contributing ideas, develop policies related to the customs management in the field of valuation/classification of import-export goods; Engage in the scientific research content of the customs sector in the relevant field; Training, fostering, helping colleagues, support to solve problems of enterprises related to the field of valuation/classification of import-

export goods; To actively learn, gain experience in related fields; To perform other tasks assigned by the Heads of the Unit and General Department.

Specifically, the criteria for specialists in the field of customs valuation must have in-depth knowledge of international treaties, legal documents, procedures and documents guiding customs valuation. Also, have ability to apply and guide the application of regulations on customs valuation.

Besides that, it is possible to collect, synthesize, analyze and evaluate sources of information for inspection, consultation and determine valuation; Have experience, knowledge of goods; Understanding tax policies for import-export goods; Knowledge of other professional fields: customs procedures, customs inspection and supervision of import and export goods, policies on management of export and import goods; post-clearance audit procedures; specialized inspection services of the customs; Anti-smuggling and trade frauds on tax; Intellectual Property; knowledge of foreign trade; To be capable of assuming the prime responsibility for organizing the elaboration and implementation of the professional operation of determining the customs valuation.

The skill requirements for experts in the field of customs valuation are:

Having the skills to advise and formulate strategies for professional development of customs offices; Preparation of legal documents; Business process; Preparation of administrative documents (not including documents handling the case); Professional training, professional testing; Solving problems /complaints; To study the application and development of tax administration profession; Using the computer system software business.

Having skills in examining and determining the value of tax; Price consultation; Collecting, analyzing and processing information sources for export goods from reality.

For the expert of goods classification, the requirements should be knowledge of international treaties, legal documents, procedures and guiding documents on classification of export goods; Being able to participate in the negotiation and participation in the formulation and implementation of the AHTN, HS, bilateral and multilateral trade agreements.

Having knowledge of other professional fields: origin, customs procedures, customs inspection and supervision for export goods; The list of goods banned from import or export, the list of banned goods from import or temporary import, the list of goods subject to import and export, the list of goods subject to import and export, the list of goods subject to import and export permits; list of goods that are subjected to specialized inspection, commodity analysis, post-clearance audit, specialized inspection in customs field...).

Have experience, in-depth knowledge of the nature of goods, national standards, technical regulations and international standards; Ability to chair and organize the development and implementation of professional customs work in the field of classification of export goods.

Skill Requirement for expert in goods classification:

Have the skills to advise on the development of customs professional development strategies; Preparation of legal documents, professional processes; Preparation of administrative documents (not including documents handling the case); Professional training; Professional examination; Solving problems /complaints; To study the application and development of import-export duties; Using the computer system software business.

Having practical skills in classification of export goods; Applying tax rates on export goods; Developing the list of export goods and tariffs; Collecting, analyzing and processing information sources for export goods from reality.

Qualification requirements for expert team

- University degree or higher in economics, foreign trade, business administration, finance. Particularly specialist in classification of goods in specialized engineering.

- Having worked for 5 years or more in the field of customs valuation, the field of classification of export goods. Priority is given to customs officials who join the lecturers team of the customs sector.

- Proficiency in English or other popular languages such as Chinese, French, Russian... - Use computer proficiently, office equipment and customs management software.

- Age to be not over 55 for the men; Not over 50 years old for women. Priority is given to civil servants and graduates who have studied abroad.
