Businesses encouraged to pay Hai Phong seaport fees via 24/7 system

On March 31, Hai Phong Customs Department directed its subordinate branches to implement the payment of seaport fees via the 24/7 e-payment portal of the General Department of Customs.
According to Hai Phong Customs department, to perform the task of reforming and modernizing collection and payment of infrastructure fees at Hai Phong seaport, thedepartment has actively coordinated with units of the General Department of Customs and Hai Phong Department of Finance to successfully implement the integrated payment method of Hai Phong seaport feesvia the 24/7 e-payment portal of the General Department of Customs.
In March alone, 70 businesses (including customs regimes of business, export processing and production) made successful payments via the 24/7 e-payment portal, with a total of VND616 million, equivalent to 643 declarations and 1,144 containers.
The payment of Hai Phong seaport infrastructure fees through the 24/7 e-payment portal helps automate the payment of taxes and fees for businesses and reduce the labor force and time for businesses.
Especially amid the complicated period of the Covid-19 epidemic, the Government requested to avoid crowded events to prevent the spread of the disease.Therefore, Hai Phong Customs Department requested its branches to encourage businesses to immediately apply the payment of taxes and fees through the 24/7 e-payment portal of the General Department of Customs; assigned network administration and directed customs branches to guide businesses on the implementation (via phone) and report problems to the Information Technology Department for assistance.
From January 1, 2017, Hai Phong City People's Committee implemented Resolution No. 148/2016 / NQ-HDND, dated December 13, 2016 of the City People's Council stipulating rates, collection, remittance, management and use of fees for using works, infrastructure, service facilities and public utilities at Hai Phong seaport (seaport infrastructure fees).
Accordingly, the fee rateapplied to temporarily imported goods for re-export, transshipped goods and goods in bonded warehouses is VND2.2 millionper20-foot container of dry goods and VND4.4 million per container of 40 feet of dry goods, VND2.3 million per 20-foot container and VND4.8 million per 40-foot container, and VND50,000 per ton of liquid and bulk cargo.
On December 8, 2018, Hai Phong City People's Council issued Resolution 24/2017 / NQ-HDND amending Resolution No. 148/2016 / NQ-HDND. Resolution 24 took effect on January 1, 2018.
According to Resolution 24, the fee rate for using works, infrastructure, service facilities and public utilities in the Hai Phong port border gate area for import and export goods as liquid or bulk cargo is reduced from VND20,000 per ton to VND16,000 per ton.
From December 1, 2019, Hai Phong seaport infrastructure fee collection is transferred from Hai An district to the Department of Finance.
From the beginning of 2020, to further reform administrative procedures and create favorable conditions for the business community, after the preparation process since January 6, 2020, institutional and individual businessesengaging in import and export activities of temporary import for re-export, transited goods andgoods in bonded warehouses, sign an authorization letter to debit the account with Vietcombank to pay fees via the 24/7e-payment portal of the Customs.

Motivated by the development of fee collection through the 24/7e-payment portal of the customs, Hai Phong Department of Finance has recently decided to stop fivedirect charging units including: Unit No. 4 (Le Pham Building - No. 508 Le Thanh Tong, Ngo Quyen, Hai Phong City); unit No. 7 (1st floor, Petroleum Hotel - No. 441 Da Nang, Ngo Quyen); unit No. 8 (2nd floor, Nam Phat building, Km 105 Nguyen BinhKhiem street, Hai An district); Unit No. 11 (1st floor, Hai An Port building - road 356, Hai An district); and unit No. 16 (Haiphong International Container Terminal Co., Ltd).
