Businesses quickly registered to export more than 65,000 tonnes of rice

Since the Government approved the policy and the MoIT issued Decision 1106/QD-BTC resuming rice exports from 00:00 on April 11, only in short time, with many directions from leaders at all levels, so the frequency of working overnight of customs officers at the GDVC’s headquarters has increased.
The leader of the Customs IT and Statistics Department said that because of the continuous guidance and administration on policies, the maintenance of the officers on duty aims to promptly issue notifications to the business community to handle arising problems; to instruct municipal and provincial customs departments to handle problems; to announce to leaders of municipal and provincial customs departments for direction and handling.
For example, early on April 28, the officials on duty were responsible for ensuring the operation of the system for opening new registration declaration forms with the additional volume from the number of canceled declarations and from the quotas shifted from quota of glutinous riceexport with a total volume of 65,713.49 tons.
Notably, according to notification from the GDVC (in Official Letter 2720/TCHQ-GSQL dated April 27), it was until 00:00 on April 28, the Customs’ IT system was opened for registering new export rice declarations but businesses had sentinformation to the system.
At the Center for Management and operation of the Customs system (under the Customs IT and Statistics Department) on the evening April 27, Customs News’ reporter witnessed that on the computer screen, information on declarations illegible for registering blocked by the customs IT system were continuously displayed.
“From 17:00 to 23:00 on April 27, the Customs IT system detected and blocked 1,500 declarations registering rice export,” the leader of the Center for Management and operation of the Customs system said.
Close to the opening time of the system, the number of declarations sent to the system was more frequent and increasing.
Deputy Director of the Customs IT and Statistics Department, Le Duc Thanh said that recently, the number of businesses registering rice export declaration to the system has been increasing at a high volume. Therefore, the system must receive, handle and calculate many rice export declarations at the same time.
Meanwhile, the system still has to handle and receive import and export declarations for other commoditiesas usual.
This poses a lot of difficulties for the Customs in ensuring management and preventing illegible rice export declarations.
The data declared by businesses on the system showed that the demand for rice export at this period was very big meanwhile the export quota in April was small (only 400,000 tonnes), therefore, the impatience and declaration before the time of registration to have official declarations is understandable and sympathy with the business community.
Only in a few seconds after the Customs authority opened the system, businesses registered all export rice quantity of tens of thousands of tonnes.
At the latest registration time at 00:00 on April 28, only 23 seconds after the system was opened, 78 declarations of 57 businesses were officially registered to export 65,713.49 tonnes of rice that have been added (only 16 tonnes left).
After only 37 seconds at the time of opening registration at 00:00 on April 26, businesses opened 55 declarations to export 38,642.56 tonnes of rice.
The above information has shown that not only businesses have faced difficulties but also enforcement agencies such as the Customs have worked hard to comply with the quota management for rice exports over the past month.
This fact should be acknowledged by management levels to promptly adjust and manage rice exports to be consistent with the reality, ensuring convenience for both businesses and enforcement agencies in performing.
To ensure smooth operation of the system for the declaration by businesses, the General Department of Viet Nam Customs has directed the Customs IT and Statistics Department, the Customs Control and Supervision Department, the General Department Office, the Anti-smuggling and Investigation Department, Customs Newspaper on duty during the time of opening the system for registering new quota to handle arising problem and promptly notify the business community. |
