VCN - This information was stated by the representative of the Customs IT and Statistics Department (the General Department of Vietnam Customs (GDVC)) at the Conference on the NSW mechanism, the Specialized Inspection Scheme and Commitment to Trade Facilitation with attendance of 130 Japanese enterprises.

The Conference

At the Conference, the GDVC mentioned main contents which are being deployed. The representative of the Customs IT and Statistics Department noted that until June 2017, 11 ministries and sectors have joined and 38 procedures have been updated on the NSW. Total administrative dossiers implemented on the NSW until June 2017 were 390,000 dossiers with attendance of about 12,000 import and export enterprises.

In addition, from September 2015, Vietnam successfully connected with 4 ASEAN countries to exchange Certificate of Origin Form D for exported goods originated from ASEAN. Vietnam has well prepared the technical aspect to officially connect with ASW when the Protocol on a legal framework to implement ASW is approved by the 10 member countries (now, Philippines has not approved it).

In the coming time, the GDVC will further enhance the implementation of NSW and ASEAN single window mechanisms in accordance with the targets of Decision No. 2185/2016/QD-TTg of the Prime Minister on the issue of an overall plan to carry out the NSW and ASEAN Single Window for 2016-2020 period.

Accordingly, ministries and sectors will successfully implement 284 administrative procedures related to imported and exported goods, people and means of transport on entry, exit and in transit. In the 2016-2018 period, procedures with heavy dossier traffic at major border gates and ministries and sectors which have many procedures such as Ministry of Industry and Trade, Ministry of Agriculture and Rural Development and Ministry of Health have been deployed.

The representative of the Customs Management and Supervision also informed enterprises the current actual situation of the specialized management for imported and exported goods and solutions to improve the efficiency. The fact that, the specialized inspections for imported and exported goods in the recent times had been big barriers, prolonging the Customs clearance time and raising costs for enterprises.

This was main reason and barrier for improvement of border commercial transaction index. The legal documents on specialized management and inspections were numerous, the scope of management and inspection was large, many commodities had not HS code and were not eligible for inspection, the specialized management and inspections are overlapped. Now, 414 legal documents on specialized management and inspection for imported and exported goods had been issued.

The promulgation of a series of legal documents with a very large scope and a lot of commodities subject specialized management and inspection and lack of HS code of many commodities and overlap in specialized management and inspections., etc were causing difficulties for the business community and Customs.

The Representative of the Customs Management and Supervision Department stated that the Customs were actively urging ministries and sectors to implement all solutions to improve efficiency of specialized management and inspections for imported and exported goods such as: promptly finalizing the legal document system; changing specialized management and inspection method and enhancing sources to implement the specialized inspections.
