Revenue collection faces difficulties due to the pandemic

As of February 25, Cam Pha Port Customs Branch (Quang Ninh Customs Department) collected VND 334.06 billion, down by 36.3% over the same period in 2020, equal to 6.4% of the target (VND 5,200 billion).

Talking to Customs News reporters, the leader of Cam Pha port Customs Branch gate said revenue collection through the area in the first months of the year encountered many difficulties due to the Covid-19 pandemic, as well as the Tet holidays.

Specifically, due to the Covid-19 pandemic, some routes of inland waterway passing through Hai Duong and Hai Phong were suspended, affecting the transport of export goods. In addition, a number of key products that contribute a large amount of revenue, such as imported coal, have decreased significantly. In the first two months of the year, there were only two imported coal shipments coming through the branch.

Up to now, revenue collection of the branch depends heavily on export items such as coal, limestone and clinker.

Through statistics of the Cam Pha port Customs Branch, for imported coal, in February, the branch implemented customs clearance for 279,655 tonnes and turnover reached $19.7 million, contributing VND 50.9 billion to the State revenue; reducing 47.7% in volume; decreasing 62% in turnover; and reducing 66.5% in revenue compared to the same time in January.

Besides that, starting in February, coal started to export again (no arising in January). The branch implemented procedures for 76,160 tonnes of coal for export and turnover reached $9.3 million; contributing VND 21.1 billion to State revenue.

Notably, limestone, clinker exports in February increased significantly compared to January.

For example, in February there were 584,588 tonnes of exported clinker; turnover reached $18.6 million and contributed VND 21.7 billion to the budget, increasing by 22.7% in volume; increase 20.3% of turnover; up 22.7% in revenue collection compared to the same period in January.

Supporting business

From the first month of the year, with the goal of continuing to accompany and share difficulties with businesses and overcome the impact of the Covid-19 pandemic, Cam Pha Customs has promulgated a plan on supporting, accompanying and attracting import and export firms in 2021.

In this plan, the customs branch has proposed solutions such as continuing to diversify information channels to communicate new contents on policy mechanisms to receive and grasp information about difficulties and problems of firms in import-export activities.

At the same time, the branch also focuses on posting documents at places implementing customs procedures, publicising phone numbers of hotlines at all levels and comment boxes, hotline numbers, ensuring maintaining the task of receiving guests.

The branch set out the need to renovate thinking, actions and ways to continue to facilitate, create a friendly business environment to deploy solutions for supporting businesses, nurturing and developing a source of revenue.

In information and communication, the branch coordinated with the media to disseminate opportunities, advantages and incentives for enterprises when carrying out export and import procedures in the management area.

Talking to the reporter, Luu Viet Chien, an import-export officer, Vietnam Coal-Minerals Industry Group (TKV) said in the first two months of the year, the corporation implemented export procedures for more than 10 export declarations through Cam Pha port Customs Branch, contributing more than VND 30 billion to State revenue.

“In the context of the Covid-19 pandemic, enterprises recognise the efforts of customs officials and employees in assisting for implementing customs procedures, as well as promptly solving difficulties. Thanks to the guidance and support from the customs authorities, businesses can quickly release their goods, cut time and costs incurred,” Chien emphasised.
