VCN – The Ministry of Finance has publicized a draft Circular guiding the job titles, personnel classification scales and professional operation standards of accounting, duty, customs and reservation for collecting feedback.

The draft stipulated specifically on job titles, personnel classification scales of accounting, duty, customs, reservation; specifying each job responsibility, duties and professional operation standards of the below personnel classification scales.

For customs officials, the Ministry of Finance is divided into five categories of personnel classification scales depending on each rank.

Specifically, the senior customs inspector (code 08.049) is a professional official with the highest professional requirements in the field of customs, arranged for leaders of the General Department, Department level and equivalent, the leaders of the provincial Customs Department in order to help leaders direct, deploy and directly implement the customs law in accordance with the Customs Law on a large scale and high complexity, conducted across the scope of many provinces or nationwide.

The senior customs inspector is responsible for implementing the task of State management in the customs field for subjects with complexities in scale and nature, related to many branches and domains about economy, society, security and foreign affairs; preside over proposing amendments, supplements and adjustments to the regimes, policies and regulations in the state management of customs; synthesizing, analyzing and evaluating customs professional activities and other activities related to customs operations; preside over the preparation of a summary of domestic customs operations and exchange of customs operations with other countries, international and regional organizations with customs cooperation relations with Vietnam; assume the prime responsibility for studying and elaborating legal documents on customs; organize the elaboration, supplementation and amendment of customs management regulations and processes; compiling professional documents and training professional skills for customs officials and employees.

The standard of professional competence and qualifications of this category must be in-depth research capacity and organize implementing one or several customs professional domains; capable of researching, analyzing, synthesizing, evaluating and forecasting the situation; capable of proposing, advising on policy making, chairing the formulation of law, ordinances and projects; capable of organizing and directing the application of scientific and technical advances to improve quality and efficiency in the field of customs.

The position of a senior customs inspector is required to have a university degree or higher; having a senior degree in political theory or senior political-administrative theory or political bachelor's degree or a certificate of theory equivalent to a high level of political theory of a competent authority; having the certificate of the senior inspection class for customs inspectors.

Level 2 in the category of customs officials is the principal customs inspector (code 08.050) with responsibilities at the level of Customs Branch and equivalent or higher, assisting leaders in presiding, organizing and enforcing customs laws in accordance with the provisions of the Customs Law at the units in the Customs sector.

These customs officials are responsible for the implementation of the regulations on management and customs procedures; directly handling complicated circumstances; synthesize and evaluate professional activities and propose amendments and supplements to management regulations and professional processes suitable to the actual situation; participate in developing management regulations, customs professional processes and related documents, regulations.

The principal inspector is also required to have a university degree or higher. Besides that, there is a certificate of the training program for the principal customs inspector.

Customs inspectors (code 08.051) are customs officials who directly perform the tasks specified in the management regulations, in the customs professional processes as leaders’ assignment.

They are responsible for implementing customs procedures for export, import and transit goods; passengers and means of transport on exit, entry or transit in Vietnam complied with provisions; apply professional measures as prescribed by law to investigate, collect and process information on prevention and combat of smuggling and illegal cross-border goods transportation; propose ideas to the leaders to solve problems arising in the implementation of customs management regulations and processes.

Customs inspectors are required to have university degrees or higher and a certificate of training program for customs inspectors.

The mid-level customs inspector (code 08.052) is customs official who is assigned by the leader to perform a number of tasks in the field of customs operation with the task of inspecting and supervising export and import goods and means of transport on exit and entry. This level of official only requires a college degree or higher with a training major in accordance with the requirements of the job position and a certificate of the mid-level inspector's degree program.

The final scale is the customs official (code 08.053) to implement duty at the local customs authorities and directly performs specific tasks of customs professional assigned by the leader with the required college degree or higher with a training major in accordance with the requirements of the job position and a certificate of training program for customs officials.
