Compliance management - convenient for both businesses and Customs

This was the opinion of the Deputy Director General of Vietnam Customs, Mr. Nguyen Cong Binh at the seminar on "Customs classification for imports and exports - what businesses need to know" held by the General Department of Vietnam Customs in coordination with Vietnam Chamber of Commerce and Industry (VCCI) in Hanoi on 20th April 2017.
At the opening speech, the Deputy Director General of Vietnam Customs, Mr. Nguyen Cong Binh said that the General Department of Vietnam Customs set out programs to reform administrative procedures and modernize Customs to meet the requirements and guidelines of the Party and the Government. Besides, it also aimed to shorten Customs clearance time, facilitating enterprises in import-export activities; meeting the standards in accordance with international practice.
"The Customs force has changed the traditional way of managing goods, from pre-clearance inspections to post-clearance audits and just focused on inspections of the shipments with a high risk", the Deputy Director General of Vietnam Customs said.
The Deputy Director of the Risk Management Department (under the General Department of Vietnam Customs), Mr. Bui Thai Quang added that the classification and inspections of goods were technical problems, so over 50% of enterprises did not understand, which has been creating many inadequacies when enterprises work with Customs officers.
Therefore, in the coming time, in order to create more favorable conditions for enterprises and Customs officers in the inspections and control of imported and exported goods, the General Department of Vietnam Customs has set up a compliance management program to help enterprises in the import and export activities.
Accordingly, the assessment results of compliance management of enterprises are decisive for the Customs force in the application of Customs inspections and supervision measures for goods and means of transport. Accordingly, Customs offices will reduce the rate of direct examination of records and physical inspections of goods with many other priorities and incentives. Meanwhile, non-compliant enterprises will be inspected by Customs authorities in accordance with the Law.
Mr. Bui Thai Quang said that compliance management has been implemented in recent times to help create a transparent environment with full legal procedures in Customs operations. This has helped the rate of physical inspections of goods decrease significantly over the years, with the rate of 12.62% in 2011 and 5.36% in 2016.

With these advantages, representatives of the General Department of Vietnam Customs have requested enterprises to provide full information to the Customs office for the assessment of compliance; actively improve the compliance capacity of enterprises. In particular, enterprises must actively and voluntarily cooperate with the Customs office in the process of Customs procedures.
