Connecting the mechanism of national single windows: Going beyond the goal

In announcing the conclusion of Prime Minister Nguyen Xuan Phuc at the NSW Steering Committee on Development, ASW and Trade Facilitation (held on July 24, 2018), the Prime Minister requested ministries and sectors in the remaining months. In the year 2018, 143 additional administrative procedures have to be connected (bringing the total number of procedures to be completed by the end of 2018 to 196). At the same time, participating and fully implementing ASW in accordance with commitments and roadmap of ASEAN countries; be technically ready to connect and exchange information with non-ASEAN trade partners in accordance with international commitments to which Vietnam is a member.

After the meeting, some ministries and sectors reviewed and proposed to remove all 5 previously registered procedures as these procedures were abolished. As a matter of fact, the number of procedures to connect is 138 and the total number of procedures connected through 2018 is adjusted down to 191. This is still a huge number!

However, from the end of the meeting, ministries and branches have joined 15 procedures, bringing the total number of procedures to 68. Thus, to complete the target from now to the end of the year, ministries and branches must connect 123 procedures. Obviously this is no small challenge and without the dignity of the leaders, especially the heads of ministries, the target of NSW implementation under the direction of the Prime Minister is difficult to be realized.

In fact, despite the decisive direction of the Prime Minister, the Steering Committee in 1899, the movement of ministries and sectors is very sluggish.

At the third meeting of the National Steering Committee (January 9, 2018), Deputy Prime Minister Vuong Dinh Hue- Head of the National Steering Committee 1899 instructed the Ministries in 2018 to complete all administrative procedures as planned; Continue to review and add new procedures. Notably, in quarter I / 2018 strive to implement 25 procedures. In fact, nearly two thirds of the way in 2018 has passed, but the number of new procedures connecting ministries and branches is only 21, not equal to the number set for the first quarter of this year under the direction of Deputy Prime Minister Vuong Dinh Hue.

From now to the end of 2018, there are than 3 months left, while the number of procedures to connect will be 123, 6 times more than the results achieved in the first nine months of the year. This is a great challenge, requiring breakthrough steps of ministries.

Prior to the challenges of implementing NSW and ASW, Vice Minister of Finance Vu Thi Mai recently chaired the meeting to review the progress of implementing tasks relating to the implementation of NSW, ASW, specialized testing and trade facilitation.

At the meeting, the Vice Minister instructed the General Department of Customs to review and draft the document and submit it to the Minister of Finance for signing and submitting to the ministers with the procedures already registered for implementation in 2018, assessing the possibility of difficult procedures to be completed without direct guidance, at the same time requesting ministries to drastically enact the registration procedure.

He also directed the General Department of Customs to draft a report to the Head of the National Steering Committee 1899 working with agencies; At the same time, it shall assume the prime responsibility and coordinate with the concerned units to prepare contents and arranging working schedules of the head of the steering committee and the Vietnam Chamber of Commerce and Industry; With the ministries there are a number of procedures that need to be connected to the gateway as registered in 2018.

Recently, Minister of Finance Dinh Tien Dung- Deputy Head of the National Steering Committee 1899 directly signed the document to send to ministries, such as: the Minister of Health, Agriculture and Rural Development; Natural Resources and Environment; Science and Technology; Information and Communications recommends directing functional units under the NSW Department of Transportation's (NSW) interconnection and specialized monitoring as planned. By the risk of slow deployment, it is difficult to achieve the planned goals.

Update of the General Department of Customs - Standing Committee of the National Steering Committee on ASW, NSW and trade facilitation, as of August 15, 2018, there were 11 ministries and sectors connected NSW with 68 procedures more than 1.4 million dossiers and over 23,400 enterprises.

From January 1, 2018 to August 15, the number of records reached over 510,000 sets, with over 5,400 participating enterprises.
