Connection of MARD’s 8 procedures to NSW: Risk of failure

8 procedures are forgotten?
In 2018, the MARD registered to connect 10 new procedures to NSW. But currently, (mid-September 2018), the MARD’s leading agency has coordinated with the GDVC to unify the procedures and information indicator for 2 procedures in the field of animal feed including procedures for quality inspection for term animal feed; Procedures for exemption from quality inspection for term animal feed.
Besides, the Plant Protection Department has coordinated with the General Department of Vietnam Customs to exchange certificate of plant quarantine via NSW. At the same time, the Department of Animal Health has assigned a leading unit to exchange animal quarantine certificate via ASW.
However, the MARD’s implementation is still slow compared to the NSW connection target registered by MARD.
Until mid-September, 8 procedures were registered by the MARD to connect in 2018 but the MARD’s leading agencies have not worked with the GDVC to develop procedures, operational documents and design the system and relevant contents for the deployment.
Specifically, 2 procedures managed by the Department of Crop Production are: granting export license for agricultural crop seeding; granting import license for genetically modified crop.
4 procedures managed by the Department of Animal Health are: Granting quarantine certificate for terrestrial animals and animal products in and out of bonded warehouse; Granting quarantine certificate for terrestrial animals and animal products temporarily imported for re-export, temporarily exported for re-import, border gate transfer and in transit through Vietnamese territory; Registering quarantine for terrestrial animals and animal product temporarily imported for re-export, temporarily exported for re-import, border gate transfer and in transit through Vietnamese territory; Granting import license of veterinary drugs and materials for production of veterinary drugs.
2 procedures managed by the Department of Animal Health are: Granting of import license of plant protection drugs; Granting of certificate of plant quarantine in transit.
Need drastic guidance from Minister
Regarding the MARD’s late implementation, recently, Minister of Finance Dinh Tien Dung- Deputy Head of Steering Committee 1899 has issued an Official Letter sending to MARD’s Minister, Nguyen Xuan Cuong.
The Official letter stated that if the MARD’s leading agencies do not actively and urgently coordinate with the GDVC to deploy the connection and relevant procedures, it will be impossible to complete the plan in 2018.
At the same time, Minister of Finance Dinh Tien Dung proposed Minister of MARD to pay attention and request relevant units to actively assign officers to coordinate with relevant agencies and the Standing agency to implement relevant works to promptly connect 10 procedures in accordance with the plan.
Specifically, connect with the GDVC to promptly review relevant procedures and guidance documents.

In addition, develop requirements on operational activity; unify operational procedures, information indicators and exchange with the MARD’s system and NSW Portal; Install, test and connect the system.
Training for the people, businesses and officers; officially implement registered procedures.
