The conference was organized by the General Department of Vietnam Customs in collaboration with USAID project, with a participation of Southern Custom Departments and experts of USAID/GIG project and Central Institute for Economic Management.

At the conference the Deputy Director General of Vietnam Customs Nguyen Cong Binh stated that from the actual obstacles in the implementation, the General Department of Vietnam Customs chair to develop the draft revised Decree 08/2015/ND-CP to handle obstacles in the recent times and supplement new regulations to meet requirements of modernization reform and reduce Customs clearance time in accordance with the Government's guidance in Resolutions 19/NQ-CP and Resolution 35/NQ-CP.

Mr. Nguyen Nhat Kha, Deputy Director of Customs Control and Supervision Department said that on the basis of 111 articles in Decree No. 08/2015/ND-CP, 67 articles will be amended and supplemented, 9 articles will be supplemented and 3 articles related to 28 issues will be abolished in the revised Decree.

At the conference, experts and representatives of local Customs Departments discussed and commented on many practical issues. Mr. Pham Thanh Binh, the expert of USAID/GIG commented that for many years, the Government issued Resolutions 19 and Resolution 35 to carry out administrative procedure reform and facilitate enterprises, including many contents related to Customs such as: Shortening the Customs clearance, pre-entry clearance, reducing proportion of shipments subject to specialized inspections; Applying risk management and post clearance audit rules for imported goods. Therefore, the General Department of Vietnam Customs chair to develop draft revised Decree 08 to create the best favorable condition for Customs administration as well as trade.

According to Mr.Binh, in recent years, enterprises highly appreciated the Customs administrative procedures reform. However, enterprises are still concerned about Customs valuation and price consultation and imposition for imported goods. Hence, Mr.Binh proposed that the Drafting Broad should review thoroughly in a revision of the issues, including the concept of suspicion on price and price consultation.

Mr. Pham Thanh Binh highly appreciated responsibility and collaboration of State agencies in specialized inspection for goods and means prescribed in Article 33 of the draft. Because this is one of the content that enterprises are complaining in the recent times, and obstructs the export and import operations of enterprises.

A representative of the Central Institute for Economic Management (CIEM) said that based on shortcomings, the Drafting Board amended and supplemented appropriately. However, this representative concerned that is it necessary to revise too many contents?. Meanwhile, Circular 38 relating to many contents of Decree 08/2015/ND-CP is being consulted to be revised.

Related to the content of Customs valuation, the representative of the Central Institute for Economic Management said that if there was suspicion on price, Customs agencies inspect immediately during the Customs clearance, it would prolong the Customs clearance time and the Draft Board should consider putting this content into the Draft revised Decree.

From the practical implementation at local Customs agencies, representatives of the Southern Customs Departments also commented relating to the database on the Import and export classification nomenclature; Responsibilities of ministries and sectors in the import and export goods classification; Principles and methods to determine Customs valuation; Customs valuation inspection in implementing Customs procedures.
