Deputy Director General of Vietnam Customs Mai Xuan Thanh attended and spoke at the workshop.

The workshop was attended by members of the GDVC’s expert group, leaders, officers of departments, and local customs departments of HCM City, Ha Noi, Hai Phong, Lang Son, Dong Nai, Da Nang, and experts of the TFP.

The workshop takes place from May 9 to 13. The workshop aims to review and comment on the overall model of customs requirements for imports and export, risk management requirements; discuss specialized processes such as tax policies, inspection and determination of goods code, price, origin, intellectual property and handling violations, customs clearance processes for imports and exports, classification of export processes and produced goods, customs supervision for imports and exports at warehouses, yards and sites, customs requirements for goods transported under customs control, and goods in transit.

At the workshop, the Deputy Director General said that in order to build a Customs Development Strategy towards modernization and professionalism, which meets management requirements in the new situation for 2021-2030; implement Decision 97/QD-BTC dated January 26, 2021 of the Ministry of Finance; on the basis of assessing the current situation of the Customs sector in combination with studying the development trends of the World Customs, requirements on administrative reform and modernization towards building a digital government and socio-economic development orientation, application of scientific advances in the 4.0 technology revolution, the GDVC has determined that the building of a smart Customs model consists of five key contents: smart border management; digital ecosystem on supply chain management; providing optimal service; smart connection and processing; transparency, fairness and consistency.

The GDVC sets out 19 goals which are divided into five groups: trade facilitation (group 1); connecting and sharing data with ministries and government agencies (group 2); security, safety and revenue (group 3); customs compliance management (group 4); and optimization of customs operations (group 5).

To accomplish the smart customs system, the country’s top customs regulator has directed units to focus on developing and meeting requirements for the performance of the IT system.

During the development of business requirements, to get management experience and application of technological advances of other customs administrations to meet international standards, the GDVC has been supported by the TFP in working with foreign experts to redesign the Customs IT system and complete the requirements of building the system.

In addition, to ensure the new IT customs system meets the customs requirements and supports officers and enterprises in customs processes, the GDVC has gathered feedback from local customs departments on business requirements for the development of an IT system for digital customs.

The GDVC has coordinated with the TFP to review and complete requirements related to customs clearance, risk management, and assess some specialized processes on the basis of actual operation at the local customs departments.

Deputy Director General Mai Xuan Thanh suggested that the project’s experts and customs officers provide effective comments to complete the requirements for the Customs ICT system.

According to the Organizing Board, the GDVC’s Advisory Team has held more than 100 working sessions in groups/subgroups to review and advise businesses requirements; 10 working sessions of Advisory Team and nine working sessions chaired by the GDVC’s leaders.
