Coordination to facilitate inspection, analysis and classification of imports and exports in Hai Phong

The signing ceremony of regulation on coordination between Hai Phong Customs Department and Customs Inspection Department took place on June 24, in Hai Phong,
The new regulation will replace Regulation 8251/QCPH-HQHP-CCKD2 signed between Hai Phong Customs Department and Customs Verification Branch 2 (Customs Verification Department) in 2019.
The regulation on coordination will focus on the following contents; receiving dossiers, exchanging analytical samples for classification and customs inspection of imported and exported goods; and cooperating in clarifying analysis results for classification and verification.
In addition, the two units will strengthen coordination in providing information on cases where samples are sent to the wrong subjects, when samples do not meet the regulations on sealing or other reasons; cases beyond the time limit without analysis or verification results or with analysis results and proposed codes but lack of classification results.

Another coordination content is sampling for analysis and classification in case of receiving the directive of the General Department of Customs, or the request for analysis with the number and date of the directive of the General Department of Customs.
As mentioned above, on June 20, 2019, Hai Phong Customs Department and Customs Verification Branch 2 (Customs Verification Department) signed a regulation on coordination for analysis, classification and customs inspection for exported and imported goods (Regulation 8251).
he implementation of Regulation 8251 facilitates the exchange of information between Hai Phong Customs Department and Customs Verification Branch 2 in the analysis, classification and customs inspection of imported and exported goods.
Specifically, it clarified the results of analysis, classification and verification according to the application for analysis and verification; provided information on the case of sending samples to the wrong subjects or samples that do not meet regulations, sealing or other reasons; cases beyond the time limit without analysis or verification results or with analysis results, and proposed codes but lack of classification results.
Notably, the coordination has contributed to reducing the cost, time and workload of civil servants at branches of Hai Phong Customs Department and experts of Customs Verification Branch 2, but still ensured State revenue.
Despite many positive results, the coordination work under Regulation 8251 also revealed shortcomings, so Hai Phong Customs Department and Customs Inspection Department agreed to develop a new coordination regulation.

The new regulation has notable additions such as; coordination content for sampling for analysis according to risk indications on the VNACCS/VCIS; content on using the Notification of analysis results with codes of exported and imported goods, Notification of classification results for exported and imported goods, for samples sent analysis after the Notification has been updated on the centralized management and document system of the General Department of Customs (Edoc).
Speaking at the signing ceremony, Director of Hai Phong Customs Department Nguyen Duy Ngoc expected that the two units will effectively implement coordination contents with the highest goal of supporting the business community and promoting growth of import and export activities.
