Customs clearance for exported medical mask completed when permits submitted

VCN- On February 29, the Customs Control and Supervision Department (under the General Department of Vietnam Customs) sent an urgent message to provincial and municipal customs departments on the implementation of Government Resolution 20/NQ-CP dated February 28 on applying the export licensing regime on medical masks amid COVID-19 prevention and control.

Sterilized water and medical masks are exempted from import tax for epidemic prevention

Only medical masksfor international aid and assistance purposes permitted by the Ministry of Health are allowed to be exported.

Accordingly, provincial and municipal customs departments only implement customs clearance for medical masks exported by enterprises permitted by the Ministry of Health for international aid and assistance purposes granted by the Vietnamese Government.

Export processing enterprises granted with investment certificates and medical mask-processing enterprises for foreign traders signing processing contracts before March 1, 2020 are allowed to export medical masks.

Provincial and municipal customs departments shall conduct physical inspectionsonexport shipments declared as masks not for medical use, and compare with medical maskstandards issued by the Ministry of Science and Technology to determine goods.

On February 28, the Government issued Resolution 20/NQ-CP on applying the export licensing regime on medical masks amid COVID-19 prevention and control.

The Resolution states that the Ministry of Health applies the export licensing regime on medical masks amid COVID-19 prevention and control and only allows exports of medical masks for international aid and assistance purposes granted by the Vietnamese Government (maximum of 25 percent of the output for exports and 75 percent for domestic use).

The regulation shall not apply to export activities of export-processing enterprises granted with investment certificates and medical mask-processing enterprises for foreign traders signing processing contracts before March 1, 2020.

The Government assigns the Ministry of Health to coordinate with the Ministry of Industry and Trade, the Ministry of Finance to issue dossier, processes and procedures for export licensingon medical masks amid COVID-19 prevention and control periodand instruct on standards for medical masks.

In addition, the Government also assigned the General Department of Vietnam Customs under the Ministry of Finance to supervise the exports of medical masks. Production facilities are responsible for reporting production capacity as per the request by the Ministry of Health.
