Completing digital customs

Director General of Vietnam Customs Nguyen Van Can signed Decision 707/QD-TCHQ approving the Plan on the digital transformation of the Customs sector to 2025, with an orientation to 2030.

The Customs sector sets the goal of promoting digital transformation in customs operations in a comprehensive manner in accordance with the transformation of import-export businesses and ministries and government agencies in executing the National Single Window and ASEAN Single Window, aiming to the target of 100% customs procedures carried out online.

The Customs sector strives to complete digital customs by 2025, including comprehensive digital transformation in the customs management with an IT system that has a high degree of integration and meets international standards and requirements for automatic processing of all customs procedures anytime, anywhere and on any devices, and demand for using the information on the basis of applying the technological advances of the 4th Industrial Revolution.

The sector will also accomplish targets in the Prime Minister's Decision 749/QD-TTg dated June 3, 2020 approving the "National Digital Transformation Program to 2025, orientation to 2030" related to the functions and duties of the Customs sector.

100% of customs procedures are digitalized

Regarding key targets for the customs operation, the Customs sector will promote digital transformation in customs operation in a comprehensive manner in accordance with the transformation of import-export businesses and ministries and government agencies in executing the National Single Window and ASEAN Single Window in the direction of centralization, modernization and automation of customs administration and customs control.

In addition, Customs will digitize customs procedures, integrate and automate customs operation at a high level; strengthen pre and post-clearance audit, reduce the inspection rate in the customs process; apply technological advances of the 4th Industrial Revolution by using modern equipment to minimize human intervention in customs clearance.

Regarding the digital transformation in customs procedures, Customs will complete the overall redesign of the IT system to meet the requirements of customs operations towards digital customs and information security.

Accordingly, in addition to the comprehensive digital transformation in the National Single Window and ASEAN Single Window, the customs procedures will be processed online anytime, anywhere and on any devices.

Customs operations will be implemented in the digital environment in the customs clearance process, ensuring the management of the whole customs process for import, export and transit goods and means of transport.

100% of customs procedures are digitalized and processed online; 95% of customs documents are converted into digital data; 100% of customs control dossiers are basically transformed into e-data, toward digitization.

Tax debt management is electronically implemented by modern methods.

Regarding post-clearance audit, digital transformation will help Customs automatically identify entities subject to post-clearance audit on the basis of applying automated models of risk assessment, statistical analysis, and suspected signs on the information technology system.

Regarding the prevention and combat of smuggling, trade fraud, and illegal cross-border transportation of goods, customs will automatically collect and analyze information related to import, export, entry and exit people and means of transport through intelligence and international cooperation to make records identifying high-risk shipments under control criteria; automatically analyze and warn of unusual transactions in import and export activities of enterprises; automatically notify to specific addresses of suspected shipments and provide instructions on customs control measures; apply artificial intelligence in compliance measurement to execute effective control plans.
