Customs improves business environment indicators
The General Department of Customs requests the units to continue to follow and effectively perform the assigned tasks in Decision 148 dated January 28, 2022 of the Director General of the General Department of Customs on the promulgation of the Action Plan for the implementation of Resolution 02 dated January 10, 2022 of the Government on the key tasks and solutions to improve the business environment and national competitiveness in 2022, which focuses on implementing solutions to improve business environment factors related to cross-border commercial transactions.
In addition, the General Department of Customs requires the units to review the implementation of issued programs and plans related to improving the business environment and national competitiveness and mobilizing resources to realize short-term and long-term tasks and objectives.

In the development, drafting and implementation of legal documents on customs, the General Department of Customs requires units to focus on putting people and businesses at the center of reform, implementing institutional reform for the development and encouraging creativity of people and businesses; to continue to propose a plan to reduce and simplify administrative procedures, reduce the compliance cost with administrative procedures, associated with the construction of Digital Customs, towards Smart Customs.
To continue to research, review and propose to reduce the list of conditional business lines in the direction of narrowing the scope of a number of business lines; remove business lines from the list if there are other more effective and appropriate management measures; remove industries and professions from the list if management requirements lack a scientific and practical basis, management objectives are missing or are unclear.
In particular, the units should review proposals on cutting and simplifying business conditions in order to create business opportunities, cut costs for businesses, and promote competition; strictly control, and not increase conditions, creating barriers for investment and business when formulating and drafting new legal documents or amending and supplementing current documents; improve the effectiveness and efficiency of consultation and review of legal documents to identify regulations that are inappropriate, unreasonable, unclear, overlapping and contradictory; different regulations on the same issue, content and propose appropriate amendments and supplements.
Regularly organizing dialogues with people and businesses to promptly capture policy feedback in order to advise on solving difficulties and problems in accordance with regulations and competence; focusing on implementing online public services; closely inspecting, monitor and regularly evaluating the effectiveness of e-transactions in their assigned management areas.
In particular, the units should continue to effectively implement solutions to support people and businesses to restore production and business, and overcome the negative impacts of the Covid-19 pandemic, including solutions to accelerate digital transformation associated with administrative reform; speed up digital transformation for production and business activities of enterprises; develop cashless payments and e-commerce; publicize administrative processes and procedures, access to support policies of state agencies.
