Customs procedures are simpler and more transparent

In order to improve the competitiveness of Vietnamese enterprises, the Government of Viet Nam has issued Resolution 19 for the 4 consecutive years to demonstrate the Government's determination for the development of enterprises.
Recently, the Ministry of Finance in general, the General Department of Vietnam Customs and the General Department of Taxation, in particular, have made remarkable achievements in policy and institutional reform, which are considered as the most innovative sectors to support enterprises.
According to the survey on satisfaction of enterprises with the Customs in 2016, more than 90% of enterprises were satisfied with the Customs clearance information through the website of the Customs as well training courses or Customs dialogues.
Other forms of information access such as direct meeting, calls, official letters or leaflets, and publications have met satisfaction of more than 80% enterprises. This is a big improvement, with many significant changes compared to 2016.
The Deputy Director of the Legal Department, under the General Department of Vietnam Customs, Mr. Vu Van Hai said that Customs legislation system had been further improved in line with international standards, facilitating the customs sector in the reform and modernization, in accordance with the requirements of socio-economic development of the country.
Customs procedures have been simpler and more transparent. In 3 years, there were 61 procedures to be eliminated and 127 procedures to be simplified; improving the specialized inspections of imported and exported goods; implementing the National Single Window, and the ASEAN Single Window.
However, Mrs. Nguyen Thi Cuc, the Chairwoman of the Tax Consultancy Association said that the survey in 2016 showed that 55% of enterprises encountered problems in getting information on policies and the Tax Law in recent years and 41% of enterprises had troubles in carrying out tax administrative procedures.
Specifically, 53% of FDI enterprises had troubles, 41% of private enterprises faced difficulties and 30% of enterprises with more than 50% of State charter capital. In addition, 31% of enterprises paid informal payments in the course of carrying out Customs procedures.
Mr. Thomas McClelland, Chairman of Taxation and Transfer Pricing Sector Committee said that Vietnamese authorities should provide clear and comprehensive guidance on the transfer of tax-free and non-taxable capital of foreign companies in Vietnam as well as the restructuring of tax-free corporations.

Also, enhancing the capacity of taxpayers to have clear and timely written instructions on areas where taxpayers may be not sure about the application of tax regulations.
