60 procedures integrated with National Public Service Portal
According to the General Department of Customs, the implementation of e-Government in the field of Customs has been done synchronously and drastically from the provision of public services to the application of information technology (IT) in management.
Specifically, three main contents for implementing e-Government are: implementation of online public services; National Single Window mechanism (NSW), ASEAN Single Window (ASW) mechanism; and IT application in management.
First of all, regarding online public services, to better serve people and businesses and meet the Government's reform objectives; especially the implementation of e-Government, the General Department of Customs has made great efforts and determination to raise the number of procedures. To date, 171 of 192 procedures have been implemented at third or fourth levels. Of which, there are 162 procedures performed at the fourth level (the highest level according to the classification of the Ministry of Information and Communications), thereby applications have been received and handled online, payment of taxes, fees and charges as well as the returning of results have been done online.
Notably, the General Department of Customs is a leading unit participating in the integration of online public services to the National Public Service Portal. Up to now, two connected online public services at the fourth level are canceling the customs declaration and supplementing the customs declaration.
The goal of the General Department of Customs set out in 2020 is to connect 60 public services (fourth level) to the National Public Service Portal.
Regarding the implementation of NSW, ASW, as the Standing Agency of the National Steering Committee on ASW, NSW and trade facilitation (Committee 1899), the General Department of Customs has continued to work with relevant ministries and sectors to connect more procedures.
Specifically, regarding NSW, 188 procedures of 13 ministries and agencies have been connected; 36,000 enterprises have joined the NSW and the number of records handled through NSW was over 2.9 million.
Regarding ASW, Vietnam has connected C / O form D with eight countries in the region including: Indonesia, Singapore, Malaysia, Thailand, Philippines, Brunei, Cambodia, Myanmar and Laos.
IT application at all management stages
The General Department of Customs has made efforts to apply IT at all management stages.
Notably, electronic customs procedures through the VNACCS / VCIS have been implemented at 100% of customs units; attracting 99% of businesses and handling 99.6% of declarations.
Regarding e-Payment, the General Department of Customs has signed cooperation agreements with 43 commercial banks to exchange e-tax payment information, of which 30 banks made electronic tax payment 24/7. Up to now, 97.1% of Customs sector’s revenue has been collected online.
Vietnam Automated System for Seaport Customs Management (VASSCM) has been launched and operated stably at 33 of 35 local customs departments. The General Department of Customs assessed that VASSCM has helped simplify procedures in taking goods out of warehouses, yards and ports, reducing the time for the import-export business community and the warehouse and port operators and helping make information transparent.
In addition, the Customs sector is actively developing a scheme to re-design the entire information and technology system; strengthening IT application of the Fourth Industrial Revolution; building a database of specialized management of the Customs agency.
In addition, the General Department of Customs is working with the Office of the Ministry of Finance, the Department of Informatics and Financial Statistics to carry out tasks related to building a smart operating center of the Ministry of Finance.

In the future, the General Department of Customs will continue to efficiently improve contents related to the implementation of e-Government in the field of Customs. Especially, continuing to build and develop e-government architecture of the Customs sector, participating in building a digital financial ecosystem; applying of achievements of the Industrial Revolution 4.0 such as Internet of Things, big data, business intelligence and block chain.
