Customs sector deployed administrative reform criteria
The issuance of monitoring and evaluating administrative reform criteria of General Department of Vietnam Customs (administrative reform criteria) aims to evaluate the annual results of administrative reform of the units under General Department of Vietnam Customs.
Accordingly, General Department of Vietnam Customs applied at 135 provincial customs departments; eight units at department level under General Department of Vietnam Customs including: Customs IT and Statistics Department; Anti-Smuggling and Investigation Department; Customs Control and Supervision Department; Customs Assessment Department; Post Clearance Audit Department; Risk management Department; Finance and Logistic Department; Import-Export Duty Department and five units at department level including Legal Department; International Cooperation Department; Inspectorate Department; Personnel and Organisation Department; Customs Reform and Modernization Board.

Administrative reform criteria structure and assessment scale of General Department of Vietnam Customs would be determined in seven areas, evaluation with each group as below: provincial Customs Departments will be evaluated in seven areas, 36 criteria and 71 component criteria with the scale of 90 points; the Department directly under the General Department of Vietnam Customs will be evaluated in seven areas, 32 criteria and 62 component criteria with the scale of 70 points and the other department will be evaluated on seven areas, 22 criteria and 38 component criteria with the scale of 50 points.
The areas, criteria and components of the administrative reform criteria of each group as well as each component criteria for marking instruction are specified in the Appendix issued together with Decision 1500/QD-TCHQ on May 24by the General Director of Vietnam Customs.
The conversion coefficient among groups on a scale of 100 is as follows: for the provincial customs departments, K1 = 10/9, for the departments directly under the General Department of Vietnam Customs is K2 = 10/7, for other departments of General Department of Vietnam Customs is K3 = 10/5. Based on the conversion factor, the points of each unit in the groups will be calculated on a scale of 100.
Based on the results of administrative reform implementation of the marking year, the units will self-assess and mark complying with the criteria of the components as specified in the administrative reform criteria, attached with verification documents and send the results of self-assessment and verification documents to the Office of the General Department to send to the evaluation units before summing up and reporting to the Appraisal Council of the Administrative Reform Criteria of the General Department of Vietnam Customs.
From 2019 onwards, the General Department of Vietnam Customs has applied the annual administrative reform criteria in the Customs sector. In particular, the Appraisal Council of the Administrative Reform Criteria will complete the determination of scores, ranking results of administrative reform criteria of units and submit to the General Department of Vietnam Customs for approval before June 30 every year.
