Customs sector enhances the responsibility of leaders in task performance
According to the General Department of Vietnam Customs, in 2022, the whole sector has made great efforts to complete the assigned tasks. However, recently, there have been a number of individuals who have violated Customs processes and regulations and violated the law. It led to the prosecution of the accused, arrest and detention, which adversely affects the reputation and image of the sector (such as the case of Nghe An Customs Department, HCM City Customs Department).
In order to promptly warn, correct and strengthen administrative discipline, the General Department of Vietnam Customs required heads of units to continue to thoroughly grasp and strictly comply with the regulations of the Party, the State, the Government, the Ministry of Finance and the Customs sector on anti-corruption, public service ethics, strengthening administrative discipline and improving the responsibility of the head of the unit in performing duties.
Strictly implementing the Regulations of performing duty in the Customs sector in order to continue to improve the efficiency of performing duties, customs management, prevent and strictly handle violations, and strengthen discipline in task performance.

The General Department of Vietnam Customs also requested units to immediately check and compare documents (especially at customs branches) to ensure that processes and procedures are carried out in accordance with regulations; to avoid systematic violations affecting the reputation of the unit and the sector.
Through the inspection and comparison of records, the heads of the units should consider and strictly and promptly handle the violations based on their competence (if any).
In particular, the units needed to strengthen the internal inspection, examination and supervision at the General Department and Department levels, especially the unscheduled inspection in the management areas and professional stages which easily encounter violations.
For cases of violations, they must be handled strictly in accordance with regulations. At the same time, clarifying and handling the responsibility of the head of the unit for the violation to occur.
The General Department of Customs directed local Customs Departments to focus on reviewing, checking, detecting and promptly handling violations and shortcomings (if any) in accordance with regulations. Directing units to use inspection and monitoring equipment effectively and in accordance with regulations; promptly repair and maintain equipment to ensure continuous and uninterrupted operation of equipment.
In addition, the units need to thoroughly understand and direct customs officers in the unit to strictly follow the instructions of the General Department of Vietnam Customs on professional operations and customs procedures, especially outstanding issues related to the use of electronic positioning seals for customs supervision, oversized vehicles subject to customs supervision, export mineral management.
The General Department of Vietnam Customs requested the Customs Control and Supervision Department, Import-Export Duty Department and Risk Management Department to strengthen the direction, inspection and supervision of task performance of local customs departments and customs branches. In particular, focusing on directing the deployment and operation of the system: surveillance cameras, scanners, electronic positioning seals and equipment.
The Anti-Smuggling and Investigation Department needed to strengthen patrols and implementation of professional control measures to prevent, stop, investigate and handle acts of smuggling and illegal transport of goods, counterfeit goods, and goods infringing intellectual property across the border. At the same time, focusing on directing and deploying tasks, online monitoring and surveillance camera system.
The Inspectorate Department and Personnel and Organization Department needed to develop plans and conduct inspections of official duties to prevent violations, strengthen inspection of units that saw violations; propose to leaders of the General Department to consider and strictly handle the units and individuals that have committed violations and the heads of the units.
