Customs sector sets out tasks for Q2 2022

Positive results in performance

In the first quarter of the year, the GDVC has urgently executed the Resolutions and Directives of the Government and the Prime Minister on macroeconomic management such as Resolution 01/NQ-CP dated January 8, 2022, Resolution 02/NQ-CP dated January 10, 2022, and Resolution 11/NQ-CP dated January 30, 2022 on the socio-economic recovery and development program and the implementation of Resolution 43/2022/QH15 of the National Assembly, thereby, creating favorable conditions for import-export activities, helpping enterprises restore production and business in the new situation, and striving to complete all assigned tasks.

The Customs sector has carried out customs procedures for over 2.7 million declarations. Total trade saw an increase of 14.7% to US$176.83 billion. Of which, the export turnover rose 13.5% to US$89.06 billion and imports increased 15.9% to US$87.77 billion. The trade balance recorded a surplus of US$1.29 billion.

Regarding revenue collection, the Director General issued Directive 439/CT-TCHQ dated February 11 comprehensively implementing measures for trade facilitation and anti-revenue loss in 2022. In the first quarter, the customs sector’s revenue rose 20.2% year-on-year to VND108,790 billion.

Regarding the fight against crime, smuggling, and trade fraud, the Customs sector has detected and handled 3,841 violations with infringing goods worth over VND1,288 billion and VND433 million. The customs revenue reached VND88 billion and VND342 million.

Notably, the Customs has prosecuted 20 cases, accounting for 50% of prosecuted cases in 2021, and transferred 21 cases to other agencies.

Although the Customs sector has faced difficulties and challenges, it has made great efforts and executed solutions to achieve positive results in all work.

At the conference, representatives of the Import-Export Duty Department, Customs Control and Supervision Department and customs departments of HCM City, Lang Son, Hai Phong provided solutions to accomplish tasks in the second quarter.

The common goals are to promote administrative procedure reform, implement solutions to facilitate trade, and support businesses to restore production and business after the pandemic; take measures on revenue collection and prevention of fraud and revenue loss; and improve the efficiency of anti-smuggling.

Actively executing new regulations after they are issued

The Director General requested the customs sector to follow programs and plans in the second quarter and the whole year and perform them in an effective manner.

The whole sector is required to perform working plans and programs and perfect contents related to hiring information technology services to implement digital customs; actively follow the Decree on information connection and exchange in import and export activities, transit of goods, people and vehicles under the National Single Window, the master plan of building and developing a centralized information technology system for the execution of the National Single Window and the ASEAN Single Window; Customs development strategy by 2030 when they are promulgated by the Government and the Prime Minister.

Regarding revenue collection, the whole sector needs to strengthen and drastically implement solutions to prevent revenue loss. The Director General asked the Anti-Smuggling and Investigation Department, the Post-Clearance Audit Department, the GDVC’s operational departments and the local customs departments to develop plans to strictly handle tax fraud, and soon complete schemes on the inspection and handling of violations related to cashew nuts.

Regarding the fight against crime and smuggling, the units need to focus on executing work programs, and plans, and detecting drug-related crimes in customs control.

Regarding international cooperation activities, the Director General said that to facilitate and boost the export of Vietnamese goods and promptly prevent fraud related to origin, transshipment of illegal goods, Vietnam Customs will strengthen cooperation programs with other Customs administrations, especially Vietnam's major trading partners such as the US and China.

In the first quarter, the GDVC has executed key projects to submit the Government, the Ministry of Finance and completed 20 projects to report to the GDVC.

The key projects and programs were issued in the first quarter such as the plan for administrative procedures control in 2022; the Customs-Business and stakeholders development plan in 2022; the plan for law dissemination and education; the plan for support and information provision in 2022; Directive r 439/QD-TCHQ dated February 11, 2022.
