Customs successfully completes tasks in 2022, Deputy Minister of Finance Nguyen Duc Chi

Greatly contributing to the trade turnover of US$700 billion

At the online conference to summarize the performance in 2022 and set tasks for 2023 of the General Department of Customs held on December 22, the Deputy Minister of Finance Nguyen Duc Chi appreciated and praised the efforts of all officers of the Customs sector who have overcome difficulties to successfully complete the assigned political tasks in 2022, contributing to the overall achievement of the Ministry of Finance.

Not only praising the contribution of the Customs sector to the country’s trade turnover result in 2022, the Deputy Minister also emphasized the outstanding results in the budget collection of the General Department of Customs.

The customs revenue rose about 20% compared the estimate. This result showed the efforts of the Customs and contributed to the national budget revenue.

Agreeing with efforts and solutions offered by the Customs to get the above results, the Deputy Minister emphasized some other contents.

The General Department of Customs has actively developed transparent and unified mechanisms and policies in consistency with international commitments, thereby facilitating cross-border trade activities; effectively implemented the fight against acts of smuggling, trade fraud, smuggling, tax fraud and origin fraud, to prevent revenue loss; effectively implementing the role of the National Steering Committee 389. In particular, the General Department of Customs has actively participated in many global and regional customs cooperation initiatives.

Besides, the Deputy Minister of Finance also appreciated that the customs effectively implemented the application of information technology; strengthened digital transformation in the customs operations to move towards the goal of Digital Customs, Smart Customs in the next stage.

Furthermore, in 2022, the General Department of Customs paid attention to internal management, ensuring facilities and resources to realize political tasks. Moreover, the Customs also developed and consolidated Party and mass organizations, transparent job and staff rotation, thereby promoting the strength of unity and consensus in the whole sector and preventing violations of officers.

Facilitating trade while ensuring management

Regarding tasks set for the Finance sector and the General Department of Customs in 2023, the Deputy Minister of Finance suggested that the General Department of Customs should make more efforts and focus on key tasks; continue to promote the achievements in 2022; further offer trade facilitation solutions to stimulate economic development and contribute to bring trade turnover to a new milestone; and drastically implement solutions to succeed in the budget task.

To complete the assigned tasks, in addition to solutions offered by the General Department of Customs, Deputy Minister Nguyen Duc Chi said Customs should pay attention to implementing the following tasks.

In 2023, the General Department of Customs should continue to strictly follow the Government's resolutions on macroeconomic management and direction of the Ministry of Finance; actively improve the legal framework and attach importance to implementing key projects.

Besides, the Customs should perform administrative reform and modernization to further support businesses. This is a regular and continuous task of the sector.

Further, the General Department of Customs should focus on comprehensive digital transformation in the fields of customs, promoting the application of information technology; continue to perform the coordinating role in the implementation of the National Single Window and the ASEAN Single Window; urge ministries and agencies to carry out their tasks and speed up the reform of specialized inspection of imported and exported goods and trade facilitation.

For the state budget collection task, the Customs must achieve the targets assigned by the National Assembly and the Ministry of Finance for 2023; follow the tasks and solutions set in the Government's Resolution and the Minister of Finance’s action plan to develop plans to carry out the assigned tasks from early in the year.

For the application of information technology and provision of online public services, the General Department of Customs has always led the application of information and technology for many years. The Customs should develop an Action Plan on implementing the National Single Window, boosting the logistics industry and trade facilitation, and send it to the Standing agency to submit to the Prime Minister for the promulgation of the Action Plan on implementing the National Single Window, promoting the logistics industry and trade facilitation for the 2023-2026 period.

In addition to trade facilitation and reform activities, the Deputy Minister of Finance also said that the General Department of Customs should better and more effectively fight against smuggling and trade fraud and counterfeiting; strengthen coordination and exchange of information with customs administrations of other countries, especially information on new cases, methods and tricks to actively analyze and forecast the situation.

Moreover, Deputy Minister Nguyen Duc Chi also noted that the General Department of Customs should continue to do well in internal management, promote the tradition of solidarity in the whole sector; and perform their role as role models of leaders and party members.
