Da Nang: Imported goods for aid implemented on Online Publice Service at level 4

To unify the implementation of receiving dossiers of implementing procedure for goods for aid, Da Nang Customs Department noted some specific contents for customs branches.

Regarding customs dossiers, as prescribed in Clause 4, Article 16 of Circular 38/2015/TT-BTC amended and supplemented at Point 3, Clause 5 Article 1 of Circular 39/2018/TT-BTC of the Ministry of Finance, the components of a dossier that must be submitted when carrying out procedures for imported goods serving for humanitarian aid and grant aid of foreign organisations to Vietnam, the documents are the original of the confirmation document for receiving aid from the Department of Finance (for foreign aid belonging to local revenue collection).

For reforming the administrative procedures of the Customs sector and facilitating the implementation of procedures for goods for aid, for organisations receiving aid certified by the Department of Finance of Da Nang City and return result through online public service system, the above documents must be submitted as follows:

For electronic declaration, the Customs branch should instruct declarants to send a declaration on confirmation of receiving aid which is granted on the e-government system, to customs authorities through the Customs electronic data processing system. Customs authorities will access the e-government system to check and compare documents on the system and print a declaration to save with the customs dossier.

For paper declaration, the customs branch should instruct the declarant to submit a declaration on confirmation of receiving aid which is granted on the e-government system (signed and sealed by the aid-receiving organisation) attached to the customs dossier. Customs authorities will access the e-government system to check, compare and make notes on the paper document submitted by the declarant "already compared and correct with the original on the e-government system" and kept together with customs dossiers.

For aid-receiving organisations not certified by the Department of Finance of Da Nang City, the customs branches will receive customs dossiers in accordance with provisions of Clause 4, Article 16 of Circular 38/2015/TT-BTC amending and supplementing Point 3, Clause 5, Article 1 of Circular 39/2018/TT-BTC of the Ministry of Finance.

Customs branches receive dossiers by accessing the E-Government system for searching, checking and comparing documents when handling procedures under the guidance of the Department of Finance of Da Nang City.
