According to Deputy Minister Vu Thi Mai, the state budget revenue of the Customs sector in the first quarter reached 27.7%, which is significant, but Customs units must make greater efforts in state budget collection.

Appreciating the solutions proposed by the General Department of Vietnam Customs in implementing the tasks of state budget collection, Deputy Minister Vu Thi Mai emphasised that Customs Departments have implemented proposed solutions well, however, revenue from some localities is still low.

These units need to review and evaluate the causes and follow the instructions of the Director General of Vietnam Customs in the Directive on State budget collection and solutions set by the Import-Export Duty Department. The Customs sector strives to exceed the targets assigned by the Ministry of Finance.

Regarding modernisation, the Deputy Minister said that the Customs sector has been strongly reformed and this result has been highly appreciated by the Government and leaders of the Ministry of Finance. The work ofanti-smuggling and trade fraud by the Customs sector in the first quarter also obtained many achievements.

One of the key tasks to be deployed by the Customs sector is the development of mechanisms and policies to build quality contents and remove shortcomings for enterprises. To this end, the Deputy Minister said that provincial and municipal Customs Departments need to follow the progress of developing schemes and improve the quality of comments and suggestions in developing policies, specify the progress and strictly control the implementation process.

As part of the modernisation reforms, the Deputy Minister requested the General Department of Vietnam Customs to focus on redesigning IT systems.However, this requires professional processes, including the important role of local customs departments and professional units to consult on the development of this system.

Modernisation should continue to promote the role of the Ministry of Finance and the Customs sector in implementing the National Single Window, ASEAN Single Window, and implementing the Prime Minister's directions, as well as assigning units to develop Decrees to deploy this mechanism.

For anti-smuggling and trade fraud, the Customs sector needs to provide specific solutions to prevent smuggling and commercial fraud hot spots.

For the building of human resources, the Deputy Minister said the Customs has actively reviewed and arranged human resources and developed criteria for capacity assessment for customs officers.However, it needs to further strengthen the training and retraining of its officers andenhance self-training to improve professional skills. This is a regular operation, especially in the context of changing policies and management processes, so it is very important to improve the capacity of customs officers.

Continuing to promote inspections and maintaining discipline are also requirements set out by the Deputy Minister.
