Developing regulations on public duties performance and handling of offenses by Customs officers

	Enhance the rules and disciplines to the whole Finance sector

The first, violations on implementing posture, behavior, discipline and rule in performing public duties. Notably, in this offence group, the GDVC has provided the form of handling for Customs officers who violate on working time, uniforms, discipline, rule in performing public duties.

The second, violations in prevention and combat of corruption, thrift practice and waste combat.

The third, violations in management and use of finance; procurement of assets, equipment, bidding, investment, construction and management and use of assets, equipment and support instruments.

The fourth, violations in performance of duties, tasks and assigned competence in public duties performance.

Based on violation levels, the Customs officers shall be disciplined from being reminded, criticized, and downgraded A, B, C, D in the month of being reprimanded, warned, reducing wage, being forced to resign or job dismissal.

On 18th April, the representative of Inspectorate and Audit Department said that over the past time the GDVC issued some decisions and regulations to strictly implement discipline and rule to contribute to preventing troublesome, harassment, negativity and corruption.

However, in order to further strengthen the discipline and rule of Customs officers in performing public duties and for complying with the law and regulations of the Customs sector and their units, and contribute to preventing troublesome, harassment, negativity and corruption and remove emotionless attitude and irresponsibility in accordance to the legal requirements of people and enterprises, the GDVC has developed the “draft regulations on public duties performance and handling of offense of Customs officers”.

Accordingly, all misbehavior by civil servants, officials and staff in the Customs sector in performing public duties should be specified and sanctioned.

With the important role of the regulation, the GDVC has requested the heads of its subordinate units to publicize and propagandize to all civil servants, officials and staff in the Customs sector to consult in the draft regulations and summarize comments to send to the GDVC.

Civil servants, officials and staff in the Customs sector can send comments to the GDVC without their signatures.
