At the working session, Director of Tay Ninh Customs Department Huynh Van Duc said that in the first seven months of 2019, the department has effectively performed its tasks and the State’s legal polices related to import and export activities and immigration, ensuring compliance with Customs procedures stipulated by the Customs sector.

As of August 15, the State revenue of the Department was VND 1,131.705 billion, reaching 181.36% of the target assigned by the Ministry of Finance (VND 624 billion); reaching 174.11% compared with the target assigned by the provincial People's Committee (VND 650 billion); and reaching 80.84% ​​compared to the desired target assigned by the General Department of Vietnam Customs (VND 1,400 billion).

The increase was due to revenue from solar power projects (nine projects registered for tax exemption and one project imported under the regime of business investment, accounting for over 70% compared to total revenue). However, it is expected that the revenue in the last months of the year will fall sharply because solar power projects will stop importing and being put into operation.

In the first seven months of 2019, 1,803 enterprises carried out Customs procedures at Tay Ninh Customs Department, increasing by 143 compared to 2018. The total import and export turnover reached over US$ 6,157 million compared to 2018.

The Tax debt has decreased compared to the beginning of 2019 due to Tay Ninh Customs Department and the units effectively deploying measures to recover tax arrears.

The anti-smuggling work also achieved remarkable results. The department cooperated with competent forces in the province to promptly detect and stop the illegal transportation of goods, especially drugs from Cambodia to Vietnam and prevent smuggling and other illegal cross-border transportation of goods.

Specifically, the department has dealt with 132 violations valued at nearly VND 10 billion, and issued 123 administrative fines with a total value of nearly VND 3.5 billion and value of infringing goods of over VND 6.4 billion.

Tay Ninh Customs Department has prosecuted and transferred two cases of illegal transportation of currency and cigarettes across the border valued at VND 926 million to the Investigation Police Department of Ben Cau District, Tay Ninh Province; transferred two cases of illegal transportation of drugs including 15kg of methamphetamine to the Investigation Police Department of Tay Ninh province.

Director General Nguyen Van Can appreciated efforts by Tay Ninh Customs Department in the first seven months of 2019, especially the sharp increase in the State budget collection and payment. For the prevention of smuggling and trade fraud, the Department detected and dealt with many cases of illegal transportation of goods, especially cases of transportation of drugs with a large quantity from Cambodia to Vietnam via Tay Ninh Border Gate.

However, according to the Director General, the drug production and transportation through Tay Ninh province is still a problem. The number of arrests by Tay Ninh Customs Department is higher than previous years but it cannot be neglected.

Therefore, Director General Nguyen Van Can requested Tay Ninh Customs Department to further enhance management efficiency in the province on the basis of controlling area, managing and supervising anti-smuggling and trade fraud work and preventing the establishment of smuggling groups in the management area.

In addition, the Director General said that besides creating favorable conditions for businesses, Tay Ninh Customs Department should manage businesses and goods with high risks through business classification and management solutions. It should effectively implement the management and supervision for processing enterprises from the stage of establishment registration to operation and closely control goods and prevent origin fraud.

Director of Tay Ninh Customs Department Huynh Van Duc said that current socio-economic development and goods exchange between Vietnam and Cambodia are increasing. On average, 500 to 600 import and export containers are processed per day at Moc Bai Border Gate, and about 300 import and export containers are processed per day at Xa Mat Border Gate.

Along with the development, in the province, smuggling and trade fraud are increasing. Therefore, the investment in equipping modern machinery for the inspection and control of import and export goods is essential and in line with the trend of development, integration, administrative procedure reform and modernization of inspection and control procedures.

Therefore, Tay Ninh Customs Department proposed the General Department of Vietnam Customs to install container scanners at Moc Bai Border Gate and Xa Mat Border Gate to perform the inspection, supervision, anti-smuggling and trade fraud.

Recording the proposal of Tay Ninh Customs Department, Director General Nguyen Van Can said the General Department will support and install mobile container scanners for the department.
