Director General of Vietnam Customs Nguyen Van Can: Ensure requirement of facilitation and accompany actual management

Concluding the conference, Director General Nguyen Van Can requested the whole sector to strictly and effectively implement the directions of Minister of Finance Ho Duc Phoc and Deputy Minister of Finance Vu Thi Mai. At the same time, until the end of the year, the whole sector needs to focus on a number of key task groups.
First of all, regarding administrative reform and customs modernisation, the Director General asked the sector to continue promoting positive results in the first six months of the year. Along with that, departments and local customs departments must focus their resources on analysing and assessing impacts close to the actual situation, appropriate with the digital customs model, smart customs and directions on administrative reform of the Government and the Ministry of Finance.
To ensure the progress and quality of draft documents developed by the General Department of Vietnam Customs and submitted to authorities, the General Department of Customs has continued to carry out the process of formulating the draft and organised conferences and seminars to collect opinions from ministries, sectors and enterprises. The rest must focus on developing the draft of legal documents based on the viewpoint of reform and facilitation of the Government and the Ministry of Finance.
“The core was building a system of documents that must be connected and inseparable with the requirements of administrative procedure reform, implementation of the National Single Window, digital customs model, smart customs. As the decree stipulating the management mechanism, methods, order and procedures for State inspection of quality and food safety for imported goods, it was a new step in the reform of administrative procedures of the whole country, transparency, concretisation and bringing great benefits if put into practice as developed in the draft decree and the Specialised Inspection Scheme. The reason is that, instead of checking each specialised inspection declaration, each shipment like now, would carry out an inspection only once. And the main problem was that it needed to manage based on actual situation, not base on dossiers. Avoiding the case that an item is manufactured by the same factory, a packaging specification. but each inspection organisation gave a different result,” the Director General said.
Regarding the construction of a digital customs model, smart customs and the overall redesign of the IT system, the Director General said it was urgently necessary to thoroughly understand and disseminate to all customs officials in the sector to understand and implement when the sector deploys the pilot programme (expected by the end of this year).
For anti-smuggling work, the Director General requested to further enhance the roles, responsibilities, and closeness in the direction and administration of the directors, managers and leaders.
"Decentralisation must be associated with task performances, human resources management, with the responsibilities, and the effectiveness of negative prevention,"he emphasised. These were also contents related to inspection and examination; strengthen political and ideological education; force building; training, evaluating, appointing staff.
In addition, the whole sector needs to continue promoting solutions to facilitate trade and prevent revenue loss.
