Director Dinh Ngoc Thang said that the origin fraud and illicit transshipment is a major concern and burning issue which is of great concern for leaders. The General Department of Vietnam Customs has considered it one of the key tasks in the next months.

According to Ho Chi Minh City Customs Department, it deployed two plans related to origin fraud, but these plans were still general and unspecific. After written guidance from the General Department of Vietnam Customs was issued, Ho Chi Minh City Customs Department directed customs departments and divisions to implement the General Department of Vietnam Customs' plan. At the same time, based on the characteristics of each area and management area, Ho Chi Minh City Customs Department concretised into a general plan with specific solutions to implement in each unit.

Facing this situation, Ho Chi Minh City will establish a Steering Committee to implement this plan headed by the Director of Ho Chi Minh City Department.

To develop a detailed plan, in the meeting, leaders of customs branches and divisions provided specific solutions. Of which, focusing on businesses importing goods from China and goods exported to foreign countries, especially the US.

According to direction of Ho Chi Minh City Customs Department, in the first phase, its subordinate units will focus on two contents, including controlling goods with forged Vietnamese origin imported into Vietnam for consumption; goods imported from China to Vietnam but are not processed, produced or only simply processed and attached Vietnam origin for export to the US. Then, the department will expand to control other markets.

Customs branches will base on reality in their management area to review businesses and targeted goods and provide appropriate inspection solutions. Customs enforcement teams will coordinate with customs branches to support them in the expansion of investigation and verification.

According to leaders of Ho Chi Minh City Customs Department, recently, Ho Chi Minh City Customs Department has discovered many cases of importing goods from China with forged Vietnamese origin. The Department has investigated and identified these cases for handling.

Phan Manh Lam-Head of Customs Enforcement Team said for the combat of origin fraud, the team has deployed the plan since October for 13 items that were at risk due to the US-China trade war. The teams assigned officers to monitor and inspect for businesses with suspicious signs on import turnover from China and export turnover to the US. Currently, it is verifying the C/O of some items with suspicious signs.

Ho Chi Minh City Customs Department expects to deploy the plan implementing measures to strengthen control and combat of origin fraud and illicit transshipment.
