Discovery many cases of violation in large scale related to petrol

VCN – Through the implementing solutions to strengthen the management, inspection, anti-smuggling, trade fraud in recent time, Vietnam Customs has detected many violated cases of transport petrol illegally across the border, in that there are many violated cases in large scale with sophisticated circumstance.

According to Vietnam Customs​, from 2016 up to now, Customs Enforcement forces have presided over, coordinated, detected and seized 10 violated cases that related to petrol. It was focus in sea area of Quang Ninh, Da Nang and Binh Thuan. The exhibits are included 9.3 thousand tons of petrol, 14.2 thousand m3 and over 49 thousand lit of oil. In that, there are many violated cases in large scale with sophisticated circumstance.    Particularly, the typical case is about seizing BTS CHRISTINA ship that smuggling over 9.3 thousand of RON92 petrol. The total estimated value was over 200 billion vnd at Binh Thuan sea area. The case has been prosecuted by Ministry of Public Security due to smuggling and temporarily arrested 8 people for investigation and handling in accordance with law.    Next is the case of arresting more than 29.2 thousand liters of D/O oil that were transported without legal documents in Da Nang sea. In addition, the case of transporting more than 40.2 m³ of diesel oil and more than 10.6 m³ of D/O oil without legal documents in Quang Ninh sea ​​…    The Ministry of Finance said that, after defining petrol and oil as key commodity, the sector has strengthened in inspection and control. Hence in the anti-smuggling plans of the sector, they have actively directed the units to enhance inspection, supervision and control of this item.    Especially, in order to effectively supervise and control the import and export of petrol, to promptly prevent and handle acts of smuggling and illegal transportation of petroleum, the Ministry of Finance (the General Department of Vietnam Customs) has proactively implement many solutions to enhance monitoring for imported petrol and oil, temporary import and re-export.    After completing procedures for export, import, temporary import and re-export, the procedures unit must be responsible for providing information such as: Importer / Exporter; Import / export declarations / temporary import / re-export (actual import and export quantity, quantity of inspection) to the General Department of Customs. Thereby, the Ministry of Finance (the General Department of Vietnam Customs) timely follows up and direct the management of export, import and temporary import and re-export of petrol. At the same time, guidance and handling incurred problems.    Besides that, the legal system relating to petroleum management is being advised and finalized by the Ministry of Finance (General Department of Vietnam Customs) to ensure the management. In that, there is Decree No. 68/2016 / ND-CP of the Government on conditions for doing business of duty-free goods, warehouses and yards, customs clearance area, customs inspection and supervision, and Circular 69/2016 / TT-BTC of the Ministry of Finance stipulating about customs procedures for petrol, chemicals, export and import gas, temporary import and re-export, border-gate transshipment or transit; import raw materials for production, blending or processing for export oil and gas; Crude oil for export and import; Import and export goods for petrol activities.    Those legal documents stipulated that, petroleum depots are petroleum storage areas for import, export, temporary import and re-export must has software that connect directly to system for managing input petroleum data and output. The camera system is also directly connected with the customs authority that manages petroleum warehouse in order to ensure the management principle of Customs authority.    Currently, the Ministry of Finance is also presides over the establishing circular in guiding the examination of origin of export and import goods. In that, it stipulated  specifically on examining form and content of certificates of origin, the minimum information in self-certification documents of origin, direct transport and proof of direct transport, regulating specifically on procedures of verification origin,...  Thus it will contribute to strengthen the management of the conditions for accepting certificates of origin for imported petrol from the partner markets that have tax commitments.
