Do not let Vietnam to become a transit place of drugs

The purpose of the plan is to organise and implement Directive No. 36-CT/TW to enhance the Party's leadership, improve the effectiveness of the State's management, and coordinate levels, sectors and socio-political organisations, bring into play the synergy of the political system and people of all strata of society to gradually prevent and control drug evils; implementing the tasks and solutions that have been set to improve the effectiveness of drug prevention and control.
The PM requested ministries, ministerial-level agencies, management authorities and People's Committees at all levels to organise the dissemination and thorough understanding of Directive No. 36-CT/TW of the Politburo in association with the implementation of the National Strategy on drug prevention and control until 2020 and orientation to 2030 and the Government's programme on drug prevention in stages.
Prevention and control must be put under the leadership and directly instructed by the Party committees at all levels, the management and administration of governments at all levels, mobilising the combined strength of both the political system and people of all strata of society. In particular, it is necessary to identify drug prevention and control as one of the key tasks which is urgent, regular and long-term, requiring perseverance, avoiding subjective thought, hurrying or leaving entirely to the task force.
At the same time, focus on performing prevention, identifying it as a strategic and long-term solution, of that it is important to prevent from families, schools, residential quarters, residential areas, communes, wards and towns, focusing on high-risk groups.
Besides that, fighting and preventing trading and transporting drugs from abroad to inland; destroy lines of large drug-related crime, inter-provincial and transnational activities, so Vietnam cannot become a drug transshipment area; improve work quality of investigation, prosecution and adjudication of drug-related crimes in accordance with the law.
Organise to detect and destroy the venues of drugs trafficking, illegal use of drugs, and conversion to clean complex areas. To promptly detect and destroy areas which planted trees containing narcotic substances.
Strengthen to strictly control precursors, narcotic drugs, psychotropic drugs and veterinary drugs containing narcotics in import-export and production, so criminals cannot take advantage of production and trading of drug in domestic areas.
To perform the inspection and control work at border gates, seaports, airports and border routes; strengthen the state management in companies and businesses to avoid taking advantage of establishment of companies with legal cover to produce drugs.
The Prime Minister requested ministries, ministerial-level agencies, management authorities and People's Committees of provinces and cities to elaborate the implementation plan; strictly implement regulations on handling responsibilities of officials, party members, heads of party committees and administrations which contributed to the rise of drug evils and prolonged this situation in their localities and management units.
