Efficiency of solutions to support enterprises

In 2022, Dong Nai Customs Department is assigned a revenue target of VND17,800 billion by the Ministry of Finance, and an ambitious target of VND20.370 billion by the General Department of Vietnam Customs. As of July, the department’s total revenue saw a year-on-year increase by 14.4% to VND15,353 billion, meeting 86% of the target and 76% of the ambitious target.

The results are thanks to the implementation of solutions by the department to remove difficulties and support enterprises after the pandemic to maintain revenue, especially major enterprise groups in the area.

In addition, the department has strengthened contact and increased revenue from new enterprise groups, enterprises expanding investment projects and production scale; reviewed enterprises that have production facilities and factories in the province but do not carry out customs procedures at their department, and identified reasons for implementing appropriate and effective solutions.

Notably, the department has accompanied enterprises in solving problems related to fee differences under the Port infrastructure fee scheme of HCM City. Accordingly, the department’s leader has contacted and grasped feedback from enterprises related to port infrastructure fee collection in HCM City, thereby reporting to competent agencies for resolving difficulties and supporting enterprises to restore production and business.

Motivated by these solutions, the General Department of Vietnam Customs, the Ministry of Finance and the Government have received information and evaluated the impacts of the fees on the State administrative management and operation of enterprises.

At the 6th meeting in July 2022, the People's Council of HCM City agreed on a common fee rate applicable to all transporters carrying goods across ports in the city. The rate will be collected for goods declared outside the city and those declared in the city.

Reform associated with supporting enterprises

Despite the positive results, the statistics of the local customs department also show that the revenue collection has decreased in recent months due to the increase in price in March, April and May, and the gradual decrease in price in June and July.

Therefore, some taxable products have not fallen in quantity but dropped in price such as metals, chemicals, gasoline, fertilizer, coal and some imported machinery and equipment.

At Thong Nhat Customs Branch, the tax amount has gradually declined month-on-month due to the decrease in the import turnover and quantity of some imports, leading to falling in revenue, such as coal, coated paper, wood, cowhide, imitation leather, auto parts, chemicals and steel.

At Dong Nai Seaport Customs Branch, the tax amount has gone down because Crown Beverage Cans (Dong Nai) Limited has shifted to carry out customs procedures at HCM City Customs Department from June and July. In addition, some enterprises have reduced the quantity of taxable import and export goods such as Samsung Vietnam Chemical Technology Vina LLC, Optima Power Tools Vietnam Co., Ltd., Bosch Vietnam Co., Ltd., Japan Vietnam Fertilizer Company.

In order to complete the assigned targets, the department will continue to reform and streamline customs procedures in a modern and transparent manner, contributing to improving the business environment and enhancing competitiveness in the province.

The department will also implement solutions to support enterprises to restore production and business due to the impacts of the Covid-19 pandemic, the Russian-Ukrainian conflict; and expedited the application of information technology to streamline administrative procedures.

Dong Nai Customs Department will also focus on managing, collecting tax debts, and preventing tax loss before, during and after customs clearance by complying with regulations on customs clearance; performing post clearance audit, specialized inspection, internal inspection; combating smuggling and commercial fraud.

Regarding tax debt management, in 2022, the Department is not assigned targets for tax debt collection. However, from the beginning of 2022, the department has developed plans and implemented solutions to manage and collect tax arrears. As of June 30, the total tax debt amount at the department by VND3.2 billion to VND16.9 billion compared to December 31, 2021.
