E-invoice coverage nationwide is feasible

VCN - The target of e-invoice coverage before July 1, 2022 according to the provisions of the Law on Tax Administration 38 will be completely feasible because the whole tax industry is striving to carry out this task through various methods.

More than 690,000 taxpayers have registered to use e-invoices

After the launch ceremony of the e-invoice system nationwide on April 21, tax authorities at all levels have actively implemented the work according to the plan set out.

According to the latest statistics of the General Department of Taxation, 681,263 taxpayers nationwide have registered to use e-invoices, of which there are 643,596 businesses and 37,667 business households.

Of 57 provinces and cities implementing e-invoices in the second phase, many provinces have achieved good progress in implementation such as Bac Ninh province has over 80% of taxpayers using e-invoices, Thai Nguyen over 90%, Quang Binh, Thua Thien Hue, Ninh Binh, Long An over 70%.

In Thai Nguyen, as of April 20, 91.4% of businesses, economic organizations, business households and individuals have applied e-invoices. Notably, there are units that have completed 100% of the plan, such as Phu Luong - Dinh Hoa Tax Branch; Inspection Agency 3. Thus, Thai Nguyen is currently in the top 4 leading provinces of 57 provinces and cities implementing e-invoices in the second phase nationwide.

Deputy Director of Thai Nguyen Tax Department Tran Thanh Hai said after the Ministry of Finance and General Department of Taxation issued decisions and contents related to the implementation of e-invoices for the second phase, the tax department advised the Provincial People’s Committee to establish a Steering Committee and a Team to assist in the implementation of the e-invoices in the province with the participation of leaders of a number of related departments and agencies.

For the Tax Department, the department has assigned specific tasks to the tax divisions and branches to develop monthly plans on the number of units using e-invoices; assign tax officers to directly guide each organization and enterprise; attach responsibility to leaders and tax officers in providing information, and supporting organizations and enterprises to implement e-invoices.

Each tax officer is a true communicator, in many forms such as posting content related to e-invoices on their own social network accounts such as Facebook, Zalo; distributing leaflets to taxpayers and encouraging and assisting them to use e-invoices.

Under the request of the department, the units have reviewed and classified taxpayers that are enterprises, economic organizations, business households and individuals to inform the general direction of the Central Government and the province on relevant contents; prepared conditions for information technology infrastructure to make and transfer e-invoice data.

Or like in Bac Ninh, after more than a month of implementing e-invoices, the province has 11,935 businesses and organizations registering and applying e-invoices.

As a result, this province is ranked 5th out of 63 provinces and cities, exceeding the target assigned by the General Department of Taxation and the Provincial People's Committee. In addition, there are 763 of 1,014 business households registering e-invoices, accounting for 75.24%.

289,041 e-invoices were made, of which there are 30,556 e-invoices without tax agency code, and 248,063 e-invoices with tax agency code. According to Bac Ninh Tax Department, a few units such as Samsung Vietnam, banks, petroleum retailers, and BOT have committed to completing the e-invoice application before June 30.

Set a specific roadmap

Deputy General Director of the General Department of Taxation Phi Van Tuan affirmed that the General Department of Taxation is continuing to closely guide tax authorities at all levels to deploy e-invoices in the area, ensuring that until May 31, 2022, 90% of taxpayers and by June 30, 2022, 100% of taxpayers must switch to using e-invoices.

According to the e-invoice implementation plan in Bac Ninh province, the whole province strives to have 100% of enterprises, economic organizations, and individuals using e-invoices by June 30, 2022.

Of which, in phase 1 from April 1 to April 30, at least 85% of businesses, organizations and 50% of business households and individuals use e-invoices; in phase 2 from May 1 to May 31, at least 95% of businesses, organizations and 85% of households and individuals; phase 3 from June 1 to June 30, 100% of businesses, economic organizations, and individuals use e-invoices.

According to the Bac Ninh Tax Department, along with the campaign to speed up the number of organizations, businesses and business households to register for e-invoices, the Department will continue to direct its affiliated units and tax branches to coordinate with service suppliers to guide and solve problems in a timely manner in the process of creating and using e-invoices and help businesses and individuals overcome errors; strengthen inspection and supervision to detect and prevent violations when using e-invoices.

Moreover, Thai Nguyen Tax Department also launched an emulation movement with the slogan "Striving, emulating to fulfill 100% of the target of e-invoice application in the whole of Thai Nguyen Tax sector" with a roadmap: by April 15, 2022, at least 80%; by April 30, 2022, 95% and by May 10, 2022, 100% of organizations, enterprises, business households and individuals registering e-invoices.

For business households or small and micro enterprises, the e-invoice implementation in the initial stage will be difficult, but in the long run, the e-invoice implementation will bring great benefits for all parties.

Therefore, in addition to the efforts of the tax industry, service providers need the consent and support of taxpayers. Furthermore, taxpayers need to take the initiative to implement e-invoices to receive the best support to avoid difficulties and risks from a lack of experience in using e-invoices.
