Smuggling, trade fraud and counterfeit goods continue to be a problem, especially drug trafficking. What are your thoughts on the issue?

Under the direction of the Government, the National Steering Committee 389, ministries, branches, competent forces have focused on understandingthe situation, identifying methods, preventing criminal gangs from smuggling, trading counterfeit goods and goods violating intellectual property laws. Many perpetrators have been arrested.This is a great effort to protect the economy and legitimate rights and interests ofpeople and businesses.

In the first quarter, the number of violations, goods value and prosecuted cases increased. However, there is still a high risk of smuggling, trade fraud and counterfeit goods.

There is public concern overdrug trafficking and illegal transportation. Domestic and foreign competent forces have coordinated to tackle and destroy many criminal gangs, and seized several hundred packages of heroin which were transported from abroad into Vietnam.

In the second quarter, the forces need to understand thesituation and protectborder gates, tracks, trails and closely control immigration to fight this crime.

The Standing Office understandsthe situation and advises the National Steering Committee 389 to issue plans, schemes, and assess e-commerce abuse to trafficking counterfeit goods, low quality goods, unknown origin goods, affecting the market and consumers.

In addition, the Standing Office is synthesizing and evaluating the business activities of temporary import, re-export, transshipment to propose leaders of National Steering Committee 389, ministries, sectors and the Government to issue mechanisms to ensure smooth trade and prevent the abuse of policies to smuggle, trade fraud and destroy the economy.

In the future, does the Standing Office have any solution to improve the effectiveness of coordination, sir?

The Prime Minister issued the Decision No.19 and Head of the National Steering Committee 389 signed Decision 361 regulating coordination and determination of the responsibilities of competent agencies in the fight against smuggling, trade fraud and counterfeit goods to enhance the synergy of competent agencies and the political system.

The coordination has achieved positive results. However, during the duty performance, some units have not met requirements. Because each force has its own specialized functions and tasks, the coordination work was not synchronized, and information has been cut to ensure confidentiality, ensure the principle for effective combat.

On the other hand, the policies are overlapping, the implementation of tasks needs to be discussed more carefully.

Coordination is necessary. Therefore, it is necessary to have coordination regulations, how to determine when to attack, fight, arrest and handle, require effective coordination on the secret and urgent principle to achieve high efficiency.

Information sharing plays an important role, but the problem is when to share information. Therefore, competent forces need to be proactive to ensure confidentiality and effective coordination.

The Standing Office is synthesizing and evaluating the implementation of Decision 19, Decision 361, thereby pointing out the achievements, shortcomings, difficulties and obstacles, and proposing solutions.

According to the Standing Office of the National Steering Committee 389, from July 2016 to February 2019, the competent forces nationwide coordinated to detect and handle 334,712 cases.

Handled 12,320 cases, prosecuted 1,983 cases with 2,647 perpetrators; contributed 2,333.6 billion VND to the State budget.
