Specifically, the Resolution requires the State Bank to continue operating monetary policy proactively and flexibly; stabilizing exchange rates and foreign exchange markets; ensure liquidity for the economy, contribute to macroeconomic stability and control inflation.

Continue to direct credit institutions to effectively implement credit support solutions for businesses and people affected by the COVID-19 pandemic.

The resolution requests the Ministry of Finance to effectively implement the Government's Decree No. 41/2020/ND-CP dated April 8, 2020 extending the deadline of tax and land rent fee payment.

Chair and coordinate with relevant ministries and agencies to continue reviewing and proposing competent agencies to implement the extension, exemption or reduction of some taxes, fees and charges to remove difficulties for people and businesses. Prepare a report to the National Assembly on the implementation of state budget estimates in 2020 as prescribed.

The Ministry of Planning and Investment is requested to coordinate with ministries and relevant agencies to summarize and update the situation and develop the overall scenario of economic growth in 2020, and report to the Prime Minister. Review domestic businesses suffering from difficulties due to the effects of Covid-19, which must transfer capital or sell shares to foreign investors.

The Ministry of Industry and Trade shall focus on reviewing and taking measures to stimulate domestic consumption and sustainably develop the domestic market. Effectively exploit the advantages of free trade agreements, take the initiative in implementing the Vietnam-European Union Free Trade Agreement (EVFTA) right after it is approved by the National Assembly.

The Ministry shall coordinate with the Committee for State Capital Management at Enterprises to accelerate the completion of the handling of 12 loss-making and inefficient projects; soon putting key industrial projects and works into operation.

Promote prevention and combat of commercial fraud, goods origin fraud; urgently formulating documents regulating Vietnamese goods or products made in Vietnam.

The Government requested the Ministry of Agriculture and Rural Development to continue focusing on directing and closely monitoring changes in weather, natural disasters and epidemics to direct and guide localities in implementing agricultural production plans; coordinate with the Ministry of Industry and Trade to prepare a plan to boost the export of agriculture, forestry and fishery products, striving for the total agricultural export turnover to reach over USD 42 billion.

Accelerate re-production and control pork prices, ensuring consumer rights and contributing to controlling inflation. Proactively prevent and control diseases on animals and plants.

The Ministry of Labour, Invalids and Social Affairs shall coordinate with ministries, sectors and localities to effectively implement Resolution No. 42/ NQ-CP and other social security policies, ensuring prompt and sufficient support and correct objects; prevent taking advantage of policies and law violation. Closely monitor the labor situation, strengthen the management of foreign workers. Innovating and improving the effectiveness of social insurance policy publicity.

The Ministry of Transport shall focus on promoting disbursement and capital construction; regularly urge, inspect and determine to strive to complete the disbursement of 100% of the assigned public investment capital. Speeding up the preparation and completion of procedures to kick off key transport infrastructure projects.

The Ministry of Culture, Sports and Tourism shall direct and guide localities in building a set of safe tourist indicators; implement safe tourism programs, accelerate publicity and promote safe tourist destinations, stimulate domestic tourism, especially in the summer.
