Eight customs departments top Index for monitoring and evaluating results of administrative reform

Accordingly, eight customs departments of provinces and cities rank first, especially Quang Tri Customs Department with a score of 89.5/90.

Eight customs departments rank first in the Index including Bac Ninh, Binh Duong, Da Nang, Ha Tinh, HCM City, Lao Cai, Lang Son, and Quang Tri.

Ffiteen customs department rank second, including An Giang, Ba Ria - Vung Tau, Binh Dinh, Cao Bang, Dong Nai, Ha Nam Ninh, Hanoi, Hai Phong, Khanh Hoa, Nghe An, Quang Binh, Quang Ngai, Quang Ninh , Tay Ninh and Thanh Hoa.

Five customs departments rank third including Gia Lai- Kon Tum, Ha Giang, Kien Giang, Quang Nam and Thua Thien Hue.

Five customs departments rank fourth such as Ca Mau, Binh Phuoc, Dak Lak, Dien Bien and Dong Thap.

Two customs departments rank fifth including Can Tho and Long An Customs Departments.

For the GDVC’s departments, the Finance and Logistics Department topped the index with a score of 68.5/70. The Customs IT and Statistics Department, the Customs Control and Supervision Department, and the Risk Management Department rank second. The Post Clearance Audit ranks third. The Customs Department of Goods Verification ranks fourth.

The Import-Export Duty Department and the Anti-Smuggling and Investigation Department rank fifth in the index.

For the other units under the GDVC, the Customs Reform and Modernization Board and the International Cooperation Department rank first. The Personnel and Organization Department ranks second and the Inspectorate Department ranks third.

The GDVC has assigned departments to provide solutions to promote administrative reform and improve the index in the following years

Since 2019, the GDVC has annually applied the Index for monitoring and evaluating results of administrative reform in the Customs sector. The issuance of the Index aims to assess the annual administrative reform results of the GDVC’s subordinate units. The Index is applied to 45 provincial and municipal customs departments, eight departments and five units under the General Department of Vietnam Customs.

The structure of the index is determined in seven areas. The provincial and municipal customs departments are evaluated in seven areas and 36 criteria, 71 component criteria, 90 band scores. The departments are assessed in seven areas, 32 criteria, 62 component criteria, 70 band scores, and other units under the GDVC are assessed in seven areas, 22 criteria, 38 component criteria, 50 band scores.

The areas, criteria and component criteria of the Index are specified in Appendix 1 issued together with Decision 1500/QD-TCHQ dated May 24, 2019 by the General Director of Vietnam Customs.

The conversion among customs units to the band score 100 as follow: K1 = 10/9 for provincial and municipal Customs Departments, K2 = 10/7 for departments under the GDVC and K3 = 10/5 for other departments under the GDVC.

On the basis of the conversion, the score of each unit will be calculated on 100 band scores.

The departments and units will base on the results of administrative reform to self-assess and score under the component criteria specified in the Index, attach verification documents and send the results to the General Department's Office to send to professional appraisal units before reporting to the Appraisal Council of the GDVC.
