At the latest meeting, some problems in the process of customs clearance were raised by the Japan Business Association, including the problem of scrap import. Japanese companies expressed no expectancy to import scrap into Vietnam, however, with imported scrap materials as raw materials for production, how to import, including non-standard scrap.
Answering issues of business, the representative of the Department of Supervision and Management on customs has informed enterprises about the situation of waste management as well as information on Directive 27 / CT-TTg of the Prime Minister issued recently.
On specific problems of enterprises, representatives of the Department of Customs Supervision and Management said that they understood the problem and have replied to the Embassy of Japan, in which aluminum scrap has no national technical standards. There are not enough grounds to resolve the procedure. For commodities which meet the national technical standards, the General Department of Customs has directed the Customs Department to maximize the time to inspect the import of scrap as prescribed. Prolonged time will be handled according to the regulations of the industry. Representatives of Customs Supervision and Management Department also instructed Japanese enterprises to send specific problems of enterprises to the point of handling according to their competence.
The cooperation between the General Department of Customs and Japan Business Association is one of the units and organizations that the General Department of Customs has cooperated with recently to promote the Customs partnership and enterprises. For example, the Vietnam Business Forum (VBF), the General Department of Customs held a quarterly meeting. In addition, the General Department of Customs also has regular cooperative activities with the Vietnam Chamber of Commerce and Industry and other business associations under a cooperative agreement between the two parties.
Partner activity is a daily task
With the desire to develop customs-business partnerships and stakeholders to become closer, recently, the General Department of Customs has issued a decision guiding the development of partnerships. According to the General Department of Customs, the implementation of the Customs-business partnership is based on the principles of transparency, publicity and observance of laws; Active, public, regular, connected with daily work; Listening, understanding, sharing, cooperation, companionship, trust and co-development.
The decision to promulgate guidance on the development of the Customs-Business Partnership and related parties has been newly issued by the General Department of Customs, and many new and specific contents will help customs offices at all levels determine how partnership development is achieved. Accordingly, the customs office builds partnerships with the business community including import-export enterprises, import-export services, ports, warehouses and yards; Transportation; customs clearance agents; Association of domestic and foreign enterprises.
In which enterprises are divided into groups: Business community in general; group of key enterprises; enterprises actively cooperating with customs offices; priority enterprises; business associations, chambers of commerce and industry ... To develop partnerships, the General Department offers four solutions; information, consultation, participation and cooperation.
Information: The customs office provides the business community with useful information in various forms to help businesses gain access to and understand the work of Customs, being ready to cooperate, comply and implement favorable laws.
Consultation: The customs office exchanges and discusses with enterprises and other parties involved in seeking optimal solutions to issues relating to the implementation of customs management tasks in the customs field. These include: solutions to remove obstacles, improve service conditions, renovate management methods, apply scientific and technological advances and improve customs legislation.
Participation: The Customs Department organizes programs and activities with the participation of enterprises to carry out a specific task, contributing to improving and enhancing the efficiency of the customs clearance environment, effectiveness and effectiveness of customs legislation.
Cooperation: Customs offices organize cooperative activities with enterprises to carry out one or more tasks to meet the cooperation needs of the parties on the basis of consensus and agreement between the parties.
Building partnership development has been carried out on the following contents: Finalization of legal documents; law enforcement; renovating and improving the management mode of the customs offices and enterprises; to build mutual understanding, consensus, cooperation, trust, mutual benefit between customs and enterprises; timely solving difficulties and problems for business community.
In the plan, the General Department of Customs also clearly defined the task of developing partnerships at the General Department as well as at the provincial and municipal customs departments. In particular, at the General Department, the activities focused on the overall content, strategy, scope of impact on the business community. The partnership activity guides organizations representing the business community such as the Association of Enterprises, the Chamber of Commerce and Industry, etc. At the provincial and municipal customs offices, the partnership activities are linked to the content of the group. Implementation, directly related to import-export activities in the area; Partner activities are routine work of the unit ... At the department, partner activities are also regular work and it must be attached directly to the company to carry out procedures at the unit.
