Ensuring the management of international flights at Tho Xuan – Thanh Hoa

VCN – To implement the inspection and supervision at Tho Xuan Airport (Thanh Hoa) before officially launching Thanh Hoa – Bangkok airline in June of 2017, Thanh Hoa Customs Department is reporting to General Department of Customs to set up plan for human force and equipment arrangement in order to carry on state management of Customs in accordance with regulation.

According to Thanh Hoa Customs Department, recently, People Committee of Thanh Hoa province requested the unit to report to General Department of Customs for human resource arrangement and equipment at Tho Xuan Airport. In order to exploit the international flights in the upcoming time as well as prepare for the work of Customs inspection and supervision in accordance with regulation.

Thus, in order to perform well the Customs work in the area, Thanh Hoa Customs Department has reported and anticipated to assign to Thanh Hoa sea port Customs Branch to implement Customs inspection and supervision as stipulated in Circular 38/2015/TT-BTC; Circular 42/2015/TT-BTC and Decision No. 3208/QĐ-TCHQ when Ministry of Transport granted permission to exploit international flights.

Besides that, the units will organise a training session in the field about Customs inspection and supervision at Nghe An Customs Department that have the same operation model.

At the same time, based on the flight schedule of airlines that put on operation, Thanh Hoa Customs Department will establish 1 working group under Thanh Hoa sea port Customs Branch (4 – 5 Customs officers and in charge by 1 leader of Customs Branch) to work and implement Customs inspection, supervision in Tho Xuan Airport.

According to Thanh Hoa Customs Department, through working session with Department of Transport at Thanh Hoa province, Tho Xuan airport will arrange old terminal to be international terminal and location to meet the requirements for duties performance of Customs force in inspection and supervision at the airport. In that, there is 1 office for Customs, luggage inspection area, lost luggage storage, violated cargo.

For a scanner, Customs will use scanner together with aviation security forces. However, in the long term, when the international flights are stable and developed, Thanh Hoa Customs Department will report to the General Department of Customs to equip the scanners and drug testers. In the immediate future, if it is approved, Thanh Hoa Customs Department will install computers and network line to ensure customs work efficiently.

Currently, Tho Xuan Airport is an inland airport exploit the airline of Thanh Hoa - Ho Chi Minh City. Ho Chi Minh; Tho Xuan - Cam Ranh; Tho Xuan - Buon Me Thuot and it is expected to open more airline of Tho Xuan - Da Nang; Tho Xuan - Can Tho and vice versa.

With the aim to develop tourism, promote trade and investment cooperation, contribute significantly to the development of the province and the region and be a prerequisite for bringing Tho Xuan Airport into an international airport in the future. At present, the People's Committee of Thanh Hoa province is urgently instructing functional branches to carry out the related procedures to put into operation the Thanh Hoa-Bangkok international charter air route, scheduled for operation in June, The charter of Thanh Hoa - Bangkok is very important.

According to a proposal of Viettravel, it plans to carry about 10 international flights (20 flights) to carry passengers between Thanh Hoa - Bangkok in the period from the end of June to early of September in 2017.
