Establish team for drafting decree on implementing specialised inspection reform model

The drafting team implements the draft decree on the management mechanism, mode, order and procedures for quality inspection and food safety inspection of import goods based on the contents approved by the Government in Decision 38/QD-TTg dated January 12, 2021 on approving the scheme on reforming model of quality inspection and food safety inspection for import goods.

The drafting group is led by Deputy Director General of Vietnam Customs Mai Xuan Thanh and members of the drafting team are also leaders and specialists of some units under the General Department of Vietnam Customs.

Previously, in Decision 38/QD-TTg, the Prime Minister said one of the solutions to implement the plan is to develop a decree of the Government stipulating the management mechanism, mode, order and procedures for quality inspection and food safety inspection of imported goods.

The scheme offers seven content of the reforms, including:

Reform 1: Assigning Customs authority to be the focal point in quality inspection and food safety inspection for import goods.

Reform 2: Synchronously applying three methods of inspection for both quality inspection and food safety inspection to reduce the number of import consignments subject to inspection.

Reform 3: Simplifying quality control and food safety inspection procedures for import goods.

Reform 4: Implementing item inspection to cut the number of shipments subject to inspection.

Reform 5: Fully and substantially applying the principle of risk management in quality inspection and food safety inspection for imported goods in order to ensure the role of State management and improve compliance of the business.

Reform 6: Supplementing subjects exempt from quality inspection and food safety inspection.

Reform 7: Applying information technology systems to deploy new models.
