Mr. Pham Van Hieu, officer of the HCMC Customs Department is guiding procedures for businesses.

After winning the “Excellent young officials, officers” in 2018 held in Hanoi, Mr. Pham Van Hieu modestly said: Winning the award is an honor, but I find myself needing to make more efforts and strive to improve my political character, professionalism, morality and spirit for serving the people. Supplementing my knowledge and improving professional qualifications to meet the demand for development in the new period, because in particular, an official in a public authority must be aware and perform their role as a "servant" of the people, without causing troubles and harassment, especially in resolving administrative procedures.

Mr. Pham Van Hieu, born in 1987, was recruited to work at HCM City Customs Department in 2010. Over the past years, he has introduced innovations that have been applied in the customs professional activities and brought about many practical effects.

Since 2016, every year, Mr. Pham Van Hieu has proposed innovations that were approved and applied in a professional manner. In particular, in 2016, Mr. Hieu put forward an innovation about "Solution for checking import-export goods by container scanning machine in the process of loading, unloading and storage of goods at Saigon port area 4 Customs Branch".

With this innovation, he advised developing a regulation and coordination plan for screening between customs authorities and enterprises operating at warehouses, yards and ports. Also, promulgating scanning procedures at Saigon port area 4 Customs Branch. Therefore, it has helped to manage import-export goods, timely detecting many violations of customs law.

Working as a supervisor at the Saigon port area 4 Customs Branch - which manages import and export goods at 6 ICD ports in District 9 and Thu Duc –HCMC, with a large number of independent transport declarations. In early 2018, Mr. Hieu continued to build and put into application the software “Solutions to improve the management efficiency of independent transport declarations at the Saigon port area 4 Customs Branch”. At the same time, it remained the duty of customs officials who are in charge of a shift to fully perform professional activities when there is a defect, or if the system is temporarily disconnected. Applying this software, it will automatically alert overdue independent transport declarations which have not been reported, in order to contact customs authorities for response, or timely track down in case of lost records, containers…

Along with that, the software also helps to make statistics, reporting data quickly and accurately (shortening the time by 2 3 days compared to manual methods that is necessary to contact the monitoring portals of the area to collect data. Statistics and data entry into the system each month is about 1,800 independent transport declarations and about 54,000 import and export containers. This software also saves about 1 hour per working day for officials who do the reporting due to not having to enter data by manual method.

Recently, at the end of December 2018, Mr. Pham Van Hieu was assigned by the Head of Ho Chi Minh City Customs Department to work at the Customs Sub-Department of investment goods management. Taking on the new task, Mr. Pham Van Hieu shared: the characteristics of Customs Sub-Department of investment goods management is managing and carrying out import-export procedures for enterprises with foreign direct investment, and I will spend time studying the work processes to build an application software in new professional activities.
