Facilitate enterprises through automated goods monitoring at Cai Lan port

VCN- Enhancing the automation of information technology systems in supporting the inspection, reconciliation, risk assessment, monitoring and control at Cai Lan port; and shortening the time and travel expenses to clear the procedures for bringing goods into the port area are the objectives set by the Quang Ninh Customs Department when implementing the management project of goods monitoring at Cai Lan port.

Advantages but not attract investment

Being one of the big seaports of Quang Ninh province, Cai Lan port has many advantages such as: location in the seaport, less access to ports, large storage yards, large ships; many support policies and advanced knowledge in staff to meet the requirements. However, in recent years, the high turnover items have been still absent in Cai Lan port, and business results of Cai Lan port have not been as expected.

With a vision to 2020, Quang Ninh province aims to strive for the service sector to be at the top of the economic structure, especially seaport services. Therefore Cai Lan port in particular and the port system of the province in general should clearly identify the advantages and opportunities to orient their investment. The seaport development plan was also pointed out by the Quang Ninh provincial government. It applied the model of port administration, approached the international maritime route, connected with the port system in the province, and formed a system of ports. It is connected with economic centers, industrial zones, and dynamic development of the province. In addition, it strengthens environmental control, seaport development associated with the development of transport infrastructure system. Thus, the advantages of the province's seaports can be promoted effectively.

In order to clarify this objective, Quang Ninh Customs Department is carrying out the automated goods management at Cai Lan port, with the aim of simplifying and harmonizing customs procedures with the procedures of enterprise trading in warehouses, yards, seaports, airports and related parties. This is done through the Customs office applying information technology systems to exchange and update information with port enterprises and warehouses.. At the same time, the automation of the IT system in supporting the inspection, reconciliation, risk assessment, monitoring and control is enhanced.

With the above-mentioned objectives, the project on management of goods and cargo supervision at the seaports applied by the General Department of Customs, when deployed at Cai Lan port, will bring benefits not only to customs offices, State management agencies but also enterprises operating in this port.

Modernization of port management

According to Mr. Ngo Tung Duong - Director of Customs Branch of Cai Lan port, the implementation of management and supervision of goods under the scheme of the General Department of Vietnam Customs will help the Customs manage all the evolutions of imports and exports. The system also eliminates manual operations, the use of paper documents in some professional stages by civil servants, contributing to streamlining organization and staff. Accordingly, concentrate forces on supervising and controlling high-risk goods, raise the efficiency of risk management modes, prevent trade frauds, smuggling and ensure national security.

Mr. Duong added that in order to implement the automated goods management at Cai Lan port, the Customs Branch has set up the Project Implementation Team and actively studied, reviewed procedures in accordance with the actual conditions of management. At the same time, the Customs Branch has taken the initiative in coordinating with seaport operators to prepare technical conditions, information technology infrastructure, upgrade and connect data to ensure proper contents.

In addition, the implementation of the scheme helps port businesses to provide information fully and timely on the status of licensing clearance and release of goods from the customs office with each shipment, each container to minimize the risk of carrying out procedures for delivery, receipt of goods compared to the implementation of paper evidence, to carry out the regime of management, statistics and preservation of goods delivery and receipt vouchers, ensuring promptness, accuracy, science and transparency. Accordingly, enhance the prestige, increase the ability to receive, exploit goods, and improve business efficiency and competitiveness.

As a company connected to the management system at Cai Lan port, Le Hong Quan - General Director of Cai Lan International Container Port Co., Ltd. (CICT) said that benefits of linking automatic customs control and management systems to import-export enterprises, especially the system of information exchange and processing 24/24 help businesses actively plan delivery at ports. Joining this system helps port businesses to provide full and timely information on Customs clearance status from the customs office to each shipment, container, to minimize the risk of carrying out the procedures for delivery.

General Director of CICT Company said that the work of connecting with the Customs had been paid much attention by the company. All preparation work has been implemented by the company. In addition, CICT has completed the issues relating to container handling; currently working at the Department of Information and Customs Statistics - General Department of Vietnam Customs to test messages related to bulk and adjust to meet the standard messages with the Customs.

At the same time, the representative of this company also believed that the coordination between the customs and port business enterprises in the management and supervision at Cai Lan port will help enterprises reduce the export procedures, shorten the time and travel costs. With shipping lines and shipping agents, thanks to the quick release of goods, the turnaround time using container casings is shortened, helping enterprises increase the ability to exploit and improve the efficiency of international transportation business. This will improve the performance of Cai Lan port, the representative said.
