Previously, to reform substantially and comprehensively the specialized inspection of exported and imported goods in Resolution No. 99 / NQ-CP of November 13, 2019 and Resolution No. 02 / NQ- CP on January 1, 2020, the Government assigned the Ministry of Finance to preside over the development of theproject on specialized inspection reform towards the Customs agency as the focal point for specialized inspection at the checkpoints (except for commodities relating to security, defense and quarantine). Specialized management ministries perform post-inspection.

The draft is built on the basis of assessment of current status of specialized inspection; analysis of models of some countries around the world; complete compliance with the provisions of the Product and Goods Quality Law, the Food Safety Law, the Law on Standards and Technical Regulations, the Law on Economical and Efficient Use of Energy, the Law on Animal Husbandry, the Law on Crop Production andCustoms Law; inheritance of regulations on quality inspection and food safety inspection that have been proven for science and efficiency in practice of Decree No. 15/2018 / ND-CP and Decree 74/2018 / ND-CP.Motivated by following the directions of the Government and the Prime Minister on reforming the quality inspection of imported goods, the Ministry of Finance (the General Department of Customs) has formulated a project on "Reforming of model of quality inspection and food safety inspection for imported goods”.

During the meeting, the units continued to give their comments to finalize the project as required by the Government.

On April 13, the Office of the Government issued a document conveyed the Prime Minister's instructions: relevant ministries and agencies must closely coordinate with the Ministry of Finance in the process of developing and finalizing the draft project; urgently comment on the draft projectto submit it to the Ministry of Finance in April 2020.
