Financial support policies has come to people and businesses

VCN - To remove difficulties and help people and businesses overcome difficulties caused by the Covid-19 pandemic, the Government has issued many support policies in the areas of taxes and fees. As soon as the policies were promulgated, the whole tax sector thoroughly grasped and quickly implemented support policies for businesses, business households and people to enjoy as soon as possible.

Tens of trillions in taxes have been exempted, reduced and extended

According to statistics of the General Department of Taxation, the state revenue in the first five months of the year is estimated to reduce by VND6,554 billion because of the reduction of registration fees under Decree No. 103/2021/ND-CP; decrease by VND820 billion in the first six months of the year due to reduction of environmental protection tax on aviation fuel from January to April 2022 under Resolution 13/2021/UBTVQH15; estimated revenue reduction in the first six months of about VND6,100 billion due to the reduction of environmental protection tax on gasoline, oil and grease as prescribed in Resolution No. 18/2022/UBTVQH15; revenue reduction of about VND9,000 billion due to value-added tax reduction under Decree No. 15/2022/ND-CP dated January 28, 2022 of the Government on tax exemption and reduction policy under Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the program of socio-economic recovery and development; estimated revenue reduction in the first six months of the year is about VND480 billion due to the reduction of some fees and charges to support and remove difficulties for those affected by the Covid-19 pandemic under Circular No. 120/2021 /TT-BTC.

By the end of 6 months of 2022, the tax sector has extended the tax and land rent following the Decree No. 34/2022/ND-CP of Government dated May 28, 2022 with the expected tax amount is about VND7,400 billion.

Bringing the policy to life quickly

According to some tax departments, many policies have a short implementation period, while the scope and object of support are wide, so tax officers cannot wait for taxpayers to ask before answering. Tax officers have proactively analyzed and forecast difficulties and obstacles when policies are applied, especially new and noteworthy points, quickly transmitting information to businesses, business households and individuals

Along with that, the Tax authority regularly organizes face-to-face and online dialogue conferences to advise, explain and provide specific instructions on the subjects, conditions, order and procedures of dossiers eligible for the support policy. The information technology applications and social networking platforms are also maximized by the tax industry, helping taxpayers to understand and implement quickly in accordance with regulations.

According to the Binh Dinh Tax Department, in the past, this unit has thoroughly grasped the principle of "all subjects must fully enjoy" along with the action motto of "always listening, always guiding". While the policy was still in the draft stage, the Tax Department disseminated it to businesses and business households to know and prepare to apply; review the supported target groups to actively send letters, contact (via email, Zalo, phone), and guide taxpayers to benefit when the policy is officially issued.

At the same time, the unit regularly updated information related to fiscal packages on the electronic portals of tax authorities for people and businesses to access. For example, in applying the value-added tax rate reduction policy (from 10% to 8%), the unit realized that many taxpayers have problems in the search and application stage, the Tax Department has developed tools to support automatic lookup in order to serve taxpayers; and open an electronic communication portal to receive questions and answer completely online, not through paper documents.

According to the assessment of Dong Nai Tax Department, many supporting solutions and policies, including tax exemption and reduction, have been issued and implemented with many positive results, focusing on industries and fields where businesses and people are severely affected by the Covid-19 pandemic. These support solutions are timely, have a positive impact and are highly appreciated by the business community and people, contributing to solving difficulties, stabilizing production and business activities as well as growth in 2020 and 2021.

2022 is the first year of reducing value-added tax and the third consecutive year that the Government extended the deadline for paying tax and land rent arising in the year for taxpayers belonging to the economic groups affected by the Covid-19 pandemic. The policies are considered practical solutions and a great effort of the Government to contribute to encouraging production and business, and support enterprises and people to overcome difficulties. At the same time, ensuring clear, transparent and simple policies while reducing administrative procedures when there is no need to issue more guiding circulars.
