Attending the meeting were leaders of a number of operational units under the General Department of Vietnam Customs.

At the meeting, the Director General Nguyen Van Can directly listened to the leaders of the Teams of the Noi Bai International Airport Customs Branch reporting on the operation, management, supervision, inspection and control at each stage and work position. Thereby, assessing the actual situation of operational activities which met the requirements and regulations in legal documents, decrees and circulars and management procedures.

The Director General, Nguyen Van Can highly appreciated many efforts in the work of Customs officers under the Noi Bai International Airport Customs Branch over the past time. In the fight against smuggling, trade fraud, there are many smugglings, drugs and prohibited goods detected and arrested by Customs officers in a timely fashion. However, the Director General said that in comparison with the provisions of the Customs Law, the Law on Export and Import Duties, Circulars and procedures, the implementation still had shortcomings and did not meet management requirements, the collaboration among units under the Branch and among the Branch with Department and the General Department was not suited to the reality. The organizational structure needs to be adjusted to meet management requirements.

In order to improve the effectiveness of inspection and supervision at the border gate of Noi Bai International Airport and implement in accordance with procedures and provisions, the Director General of Vietnam Customs required that the Customs supervision must be carried out from the time of aircraft entering Vietnam’s territory. All data of passengers, luggage, goods and means of transport must be connected to the Customs authority via the electronic system. In the supervision and management at the warehouse, the Director General required to abide by the provisions of the Government’s Decree 68/2016/ND-CP stipulating the conditions for duty-free business, warehouses, sites for Customs clearance, and Customs inspection and supervision. For example, with a warehouse, the Customs Supervision Force must know the amount of inventory and goods in and out of the warehouse and in what flights. In order to do this, the warehouse and site operators must be connected with the Customs authority and comply with the provisions of Decree No. 68/2016/ND-CP.

Relating to Customs management for luggage and passengers on exit and entry, the Director General requested to clearly write function and task of each work position. For example, it must point out that what are the tasks and responsibility of a Customs officer in charge of supervision. For goods transported by air but forwarded to the warehouse, the express delivery needs to link information between the starting points to the transition points to perform the management.

In order to implement, the Hanoi Customs Department and the Noi Bai International Airport Customs Branch need to coordinate to review and arrange their forces and assign appropriate work in accordance with the process of 3 levels regulated by the General Department of Vietnam Customs.

The Director General Nguyen Van Can also noted that the Hanoi Customs Department and the Noi Bai International Airport Customs Branch needed to strictly abide by the disciplines, rules and civil service style.

In the first quarter of 2017, the Noi Bai International Airport Customs Branch implemented Customs procedures for 18,058 import declarations and 6,180 export declarations with a total turnover of $US 1.66 billion and State budget revenue of over 625 billion vnd. The Branch carried out Customs procedures for 11,586 flights and nearly 1.3 million passengers on exit and entry. Also detecting and arresting 9 cases of smuggling and trade frauds.
