According to Clause 1 of Article 47 of the Government Decree 08/2015 ND-CP specifically regulated on the form of re-import of goods which were exported but returned. The form of re-import includes: re-import of returned goods for repairing or recycling and then re-export, re-import returned commodities to domestic consumption, re-import returned commodities for destruction in Vietnam (not applicable to processing goods for foreign traders), and re-import returned commodities to re-export for other foreign partners.
Clause 3 of Article 47 of Government Decree 08/2015 ND-CP regulates that Customs procedures in this incident are implemented under the regulations of Section 5 of Chapter III of this Decree. Accordingly, not requiring an import license and written notice of the specialized inspection result when declaring Customs procedures.

Therefore, with re-import activities of Galaxy Note 7 which were exported to repair or recycle then re-exported or destroyed, the General Department of Customs proposed that SEV based on the regulations in Article 47 of the Government Decree No.08/2015 ND-CP to carry out and store the related documents as per regulations.
