The GDVC assigns the targets of collecting and handling overdue tax debts, late payment interest, fines for administrative violations and late payment interest of fines for administrative violations of overdue tax debts arising before January 1, 2020 of cleared and released declarations until December 31, 2019 to municipal and provincial customs departments and the Post Clearance Audit Department according to the appendix attached to Official Letter 924/ QD-TCHQ.
Provincial and municipal customs departments that fail to assign the target of collecting and handling overdue tax debts and continue to apply coercive measures, monitor, manage and propose the handling of bad debts at their departments.
The GDVC requires the directors of the provincial and municipal customs departments and the director of the post clearance audits to perform this task. At the same time, preventing new tax debts in 2020. If new tax debts arise, these departments must deploy solutions to collect tax debts and apply coercive measures in accordance with regulations and make periodic reports on debt collection results.
The heads of the GDVC’s units shall base on their assigned functions and tasks to inspect and take measures to urge, collect and handle arising tax debts.
The GDVC also assigns the Director of Import-Export Duty Department and the Director of the Organisation and Personnel Department to urge provincial and municipal customs departments, post-clearance audit to collect and handle tax debts, late payment interest, and fines for administrative violations of overdue tax debts and propose reward and discipline units in the performance of assigned tasks.
Specifically, the GDVC assigned Ho Chi Minh City Customs Department to collect and handle more VND 370.8 billion, of which tax debt and late payment interest is in excess of VND 364.6 billion and nearly VND 6.2 billion of fines for administrative violations. Lao Cai Customs Department is assigned to collect and handle VND 222.5 billion, of which, VND 221.8 billion is tax debt and late payment interest, and the remainder is fines for administrative violations. Post Clearance Audit is assigned to collect VND 139.3 billion, of which more than VND 130.6 billion is tax debt and late payment interest, the remaining amount is late payment interest of fines for administrative violations. Bac Ninh Customs Department is assigned to collect and handle VND 43.3 billion, including VND 42.6 billion of tax debt and late payment interest. Quang Ngai Customs Department is assigned to collect VND 34.4 billion, of which VND 31.3 billion is tax debt and late payment interest. Hai Phong Customs Department is assigned to collect and handle more than VND 31.1 billion. Binh Duong Customs Department is assigned to collect and handle over VND 32.3 billion. Hanoi Customs Department is assigned to collect and handle more than VND 18.2 billion; Nghe An Customs Department is assigned to collect and handle some VND 14.7 billion.
