GDVC informed the export of 400,000 tonnes of rice

According to the GDVC, following the Prime Minister's direction on exporting rice amid the COVID-19 pandemic, drought and saltwater intrusion according to the Government Office’s Official Dispatch No. 2827/VPCP-KTTH dated April 10, Minister of Industry and Trade issued Decision No.1106/QD-BCT announcing rice export quota in April 2020, the Decision takes effect from 0:00 on April 11, 2020, including rules on quota management.
Specifically, traders who pre-registered customs declaration will be deducted from the previous export quota. The declared quantity in customs declaration will be subtracted from the permitted export quantity in April. If the customs declaration is no longer valid for carrying out customs procedures, or the actual export quantity is less than the declared quantity, the balance will be added to the quantity permitted to be exported in April.
The Customs declaration is valid for customs procedures until the total quantity of registered declaration reaches 400,000 tonnes (the customs declaration that quantity exceeds the 400,000 tonnes will not be valid for carrying out customs procedures).
The GDVC said that the Vietnam Automated Customs Clearance System (VNACCS/VCIS) funded by the Government of Japan operates on the principle of automatic processing. To implement the decision of the Ministry of Industry and Trade, the GDVC needs time to set up the information criteria on the system.
From 24:00 on April 11, 2020, the system has been set up to operate automatically according to the principle of automatically receiving and subtracting the amount of exported rice within the permitted quota; pre-registered customs declaration being deducted from the previous export quotas, after customs declarants send customs declaration to the system, without the intervention of customs officers.
The system will automatically stop receiving registration of customs declarations if the registered quantity hits the quota allowed to be exported in April (400,000 tons).
According to the GDVC’s statistics, from 24:00 on April 11 to 19:34 on April 12, there were 40 businesses registering declarations at 13 Customs Branches with the total amount of exported rice of 399,999.73 tonnes.
