General Department of Taxation: demolish cumbersome and hindering processes in tax payment
Mr. Nguyen Dai Tri, Deputy General Director of the General Department of Taxation shared with the Customs News about the action plans of the tax industry to fulfill the objectives and tasks set by the Government to the Ministry of Finance in general and the General Department of Taxation in particular.
Resolution No. 19-2017/NQ-CP of the Government pointed out a number of objectives which must be achieved by the tax industry such as: Achieve the average level in the group of ASEAN-4 in tax administration reform including 3 groups of indicators: Tax refunds; Risk management in inspection, Time and results of handling tax complaints. At the same time, it is necessary to reduce the time for tax payment to 119 hours/year ... What are measures set by the General Department of Taxation to fulfill this goal?
In order to improve the business environment and improve national competitiveness, and strive to achieve the targets set in Resolution No.19-2017/NQ-CP, the General Department of Taxation is urgently preparing the Action Plan which is expected to be issued in the nearest time with groups of tasks and solutions such as : groups of solutions to achieve the objectives of supporting and removing difficulties for production and business; Group solutions to achieve the average goal of ASEAN 4 group on tax reform; Group of level 4 online public service solutions; Group solutions on reducing the time; Development of tax agent system; Organizations providing VAT refund services on electronic transactions in tax payment.
To carry out these tasks, the tax department will focus on reviewing policies, removing cumbersome procedures that obstruct citizens and businesses. At the same time, it is necessary to push information technology application and computerization in the tax industry contributing to the implementation of e-government.
In addition, the tax authorities will continue to review and amend related contents such as: tax registration, tax declaration, tax payment, tax refund, tax exemption, tax finalization, and declaration form specified in documents like circulars and decisions of the Ministry of Finance to serve for business process reengineering (BPR).
The development of databases on taxpayers for tax administration to meet the development of a national database on taxation and the connection of information with ministries and branches for the implementation of the Electricity Tax Authority will also be a priority task of the General Department of Taxation.
One of the issues that draw special attention of both the public and enterprises is the process of VAT refund and application of electronic VAT refund which is being piloted by the General Department of Taxation. As prescribed in Resolution No. 19-2017 / NQ-CP, the minimumtargetfor applying information technology (IT) must be at 95% of tax refund. Could you please tell us about specific solutions and actions carried out by the General Department of Taxation in the year 2017 to facilitate taxpayers in this area?
At present, the General Department of Taxation has developed and upgraded the relevant application systems of the tax industry in order to meet the requirement of piloting the provision of electronic tax refund services to enterprises in 13 provinces and cities. At the General Department of Taxation, a Steering Committee and a Team have been set up to assist in the development and implementation of the electronic tax refund project. The pilot tax departments also have established Steering Committees and Implementation Teams, Electronic Tax Return Services Support Teams, as well as set up propaganda and training in a variety of ways for businesses and taxpayers to understand clearly the purposes, benefits, procedures and procedures of performing electronic tax refund. Based on the results of the pilot in 13 provinces, the General Department of Taxation will study and upgrade the information technology application system to maximize the taxpayer's convenience when using the electronic tax refund service. It is expected that in April 2017, the General Department of Taxation will report the results of the pilot and submit to the Ministry of Finance to allow implementation nationwide.
In parallel with the upgrading of the IT application system to meet the electronic tax refund service, in 2017, the tax branch will promote propaganda at the General Department of Taxation as well as the local taxation departments in order to raise the business community’s awareness of the benefits of using electronic tax return services and later on encourage more in electronic tax refund services.
In fact, there are a lot of obstacles in IT application in the tax area and it is necessary to coordinate with other ministries. What are the main reasons leading to this situation? And is it possible to target at least 95% of enterprisessubmitting declarations, paying taxes, refunding tax via electronic tax services, especially in tax refunds, Sir?
Implementing the policy of the Party and the Government on IT application development, especially the application of information technology in State agencies, over the past years, the tax branch has actively deployed electronic services in Taxation management such as: electronic tax declaration, electronic tax payment, piloting electronic tax refund, and electronic invoices. However, in the process of deployment of electronic services, especially in coordination with many other ministries we also face many difficulties, mainly due to the inconsistent development of IT application between the tax industry and otherministries. On the other hand, there are not enough legal bases for electronic information exchange among agencies, requiring the process of analysis and elaboration of regulations on information exchange and coordination among sectors in order to apply these services.
With regard to the electronic tax refund service, it is necessary to have close coordination between agencies like the General Department of Customs, the State Treasury, therefore, the General Department of Taxation in order to deal with the implementation of the electronic tax refund dossiers for enterprises. Therefore, the General Department of Taxation has proactively proposed coordination plans to prepare for the implementation of electronic tax refund services quickly and smoothly. .

Most importantly, the success of launching the IT environment in tax services resulted from great support of the business community. Best of which is the active and willingness of enterprises in the process of submitting monthly, quarterly and annual tax declaration dossiers to ensure that they are promptly declarednot only timely but also in accurate, transparent and stable methods. Thanks to it, the tax office will have enough conditions and database to handle the related dossiers and return the results of tax refund processing quickly and promptly for businesses.

The ultimate goal of Resolution 19-2017/NQ-CP is to really improve the business environment, and facilitate maximum conditions for business development. So, besides the recent reforms in information technology and administration, which policy groups will be focused to remove difficulties? Certainly, the General Department of Taxation will continue to amend policy institutions to facilitate enterprises and to meet international standards. In detail: study to give proposals to amend the Law on Tax Administration to ensure the uniformity and consistency with the following objectives:reform tax administration mechanisms towards modernization; Apply information technology in tax administration; and Tax administration based on risk management. Moreover,the amendment of the policy on printing, issuing and using invoices to facilitate enterprises and combat tax fraud will be paid more attention by the General Department of Taxation.
