General Department of Vietnam Customs appoints five leaders of customs departments

VCN – The General Department of Vietnam Customs held a ceremony to announce appointment decisions for five leaders of customs departments under the General Department on October 19.

Attending the ceremony were Director General of Vietnam Customs Nguyen Van Can; Deputy Director General Nguyen Duong Thai; representatives of leaders of Personel and Organisational Department, leader of Office of the Party Committee and key officials of the units.

At the ceremony, Deputy Director of Personnel and Organization Department Nguyen Duy Thong announced the appointment decisions for Le Nhu Quynh - Director of Legal Department; Kim Long Bien, Director - Permanent Deputy Director of Customs Reform and Modernisation Department; Vu Van Khanh, Director of Thanh Hoa Customs Department; Le Xuan Hue, Director of Customs Research Institute and an appointment decision for Trinh Quang Huy, Head of Property Management Division, Finance and Logistics Department.

On October 15, the Director General of the General Department of Vietnam Customs Nguyen Van Can signed Decision 2566/QD-TCHQ to appoint Le Nhu Quynh, Director of the Legal Department as Director of Import – Export Duty Department; Decision 2568/QD-TCHQ assigned Kim Long Bien, Director, Permanent Deputy Director of Customs Reform and Modernisation Department to be Director of the Legal Department.

On October 16, General Director Nguyen Van Can signed Decision 2589/QD-TCHQ appointing Vu Van Khanh, Director of Thanh Hoa Customs Department to be the of Director of the Customs Research Institute and Decision 2583/QD-TCHQ tapped Le Xuan Hue, Director of Customs Research Institute, to hold the position of Director of Thanh Hoa Customs Department.

On the same day, Director General Nguyen Van Can signed Decision 2588/QD-TCHQ to appoint Trinh Quang Huy, Head of Asset Management Division, Finance and Logistics Department, to be Deputy Director of Thanh Hoa Customs Department.

The above decisions take effect from November 1.

Speaking at the ceremony, Director General Can said the customs sector has been changing customs management method, solving the challenge of the rapid increase in workload compared to capacity and taking reform and modernisation as the basis, ensuring the overall development of the whole sector, helping save a lot of costs. The sector must fulfill the tasks assigned by the Party, the Government and the State, in the condition of not increasing payroll but still ensuring the implementation of customs management with the workload increasing by nearly two times. Defining tasks in the new situation is extremely tough and the leaders of the General Department expected that in the future, the units need to unite, improve their leadership roles together with the industry to complete assigned tasks.

For new Director of Import-Export Duty Department, Le Nhu Quynh has been involved in developing legal documents for many years, participating in conferences, answering questions for associations, businesses, industry, advising and handling business problems. Director General Nguyen Van Can wished that, in the leadership of a new professional unit, Quynh would develop her capabilities together with the leaders of the Import and Export Duty Department to help leaders of the General Department and the whole sector successfully complete their tasks.

Kim Long Bien, new Director of the Legal Department, has worked in the Legal Department, so he understand this work very well. Director General Nguyen Van Can also wished Kim Long Bien to continue promoting his capabilities and leadership experience in organising and guiding the Legal Department to develop day by day. Since then, affirming its role as an agency for formulating and reviewing legal policies for the General Department of Vietnam Customs.

Director General Nguyen Van Can highly appreciated Khanh's knowledge and leadership capacity for many consecutive years in his role as Director of Thanh Hoa Customs Department. Khanh not only connected the whole unit to unite to complete the assigned tasks but also affirmed the role of the customs authority in customs management in Thanh Hoa. Director General Can hoped that, with the experience and achievements gained at Thanh Hoa Customs Department, Khanh would continue to promote the capacity and responsibility of leadership to lead the Customs Research Institute to complete its assigned tasks.

For Le Xuan Hue, General Director Can wished that, in the new unit and in a large professional unit like Thanh Hoa Customs, Hue would continue the tradition which has been maintained in many years. Promoting the results, identifying the heavy tasks in the leadership role of the department including revenue collection and anti-smuggling, of that, not only facilitation but also still ensuring economic security and national defence in the area.

As for Trinh Quang Huy, Director General Can trusted and gave congratulations. Can emphasised that, in a local professional unit, the leaders of the General Department of Vietnam Customs wanted Trinh Quang Huy to promote the spirit of continuous learning to strive, improving professional qualifications and political skills, creativity, effort and perform well the advisory work so that together with the collective of customs officials to lead Thanh Hoa Customs Department to complete its tasks.

Receiving the directions, thanks for the attention, trust and confidence of leaders of the General Department of Vietnam Customs, the support of leaders, customs officials and employees of the units, Le Nhu Quynh, Kim Long Bien, Vu Van Khanh, Le Xuan Hue and Trinh Quang Huy expressed their determination to strive and promote their capacity together with the leaders of units to continue leading the unit to perform the assigned objectives and tasks.
